FCDO presents defence export controls treaty to Parliament
The Foreign, Commonwealth & Development Office (FCDO) has presented to Parliament the Agreement on Defence Export Controls (CP 1396), signed in Paris on 17 September 2021. The treaty sets out frameworks for defence export cooperation between participating states, including provisions on intergovernmental programmes, industrial collaboration, and a “de minimis” principle for component exports. The UK has not acceded to the agreement, which also establishes a permanent consultation body to resolve operational differences between parties.
