Commission adopts technical standards for European Green Bond external reviewers

The European Commission has adopted a Delegated Regulation to establish binding regulatory technical standards under Regulation (EU) 2023/2631 (the European Green Bond Regulation). It mandates that, from 21 June 2026, all external reviewers must be registered with and supervised by European Securities and Markets Authority  (ESMA), subject to stringent criteria concerning governance, staff competence, and operational integrity. The Delegated Regulation will enter into force on the 20th day following its publication in the Official Journal of the EU.

EBA publishes final ITS on framework for reporting MREL under BRRD

The European Banking Authority (EBA) has published its final draft implementing technical standards (ITS) under Article 45j (2) of the Bank Recovery and Resolution Directive 2014/59/EU (BRRD), amending the Commission Implementing Regulation (EU) 2021/622 to update the framework for reporting Minimum Requirement for Own Funds and Eligible Liabilities (MREL) decisions by resolution authorities. The ITS will apply from 31 December 2025 and are accompanied by revised Annex I (reporting template) and Annex II (instructions).

OFSI publishes annual frozen assets reporting notice for 2025

The Office of Financial Sanctions Implementation (OFSI) has published its annual frozen assets reporting notice for 2025. The notice outlines the annual reporting obligations under UK financial sanctions legislation. All individuals and entities holding or controlling funds or economic resources belonging to designated persons must provide the required report to OFSI by 30 November 2025. This includes assets both within the UK and overseas, provided they fall under UK jurisdiction. Reports must reflect the status of these assets as of 30 September 2025.
