Three further operating principles have been added to complete the Government's 'Guiding Principles for EU legislation', which, together with a 'Transposition Guidance' document, are designed to end the 'gold-plating' of European Directives (ie the creation of domestic legislation which exceeds EU requirements), encouraging and explaining, for example, how Directives might be implemented by using a 'copy-out' method into domestic legislation.
