No recommendations for change will be made by the independent review of the law governing industrial disputes conducted by Bruce Carr QC. Instead a scaled-down report will be produced reflecting on the process of attempting to obtain evidence and setting out the story, as best it can, from the limited evidence that has been gathered. Announcing this development Mr Carr has cited concerns about (1) the quantity and breadth of evidence that the review has been able to obtain from employers and trade unions relevant to its terms of reference and (2) the ability of the review to operate in a ‘progressively politicised environment’ in the run up to next year's General Election.
