OLC consults on 2026/27 business plan and launches transformation review for LeO

The Office for Legal Complaints (OLC) has published its draft 2026/27 Business Plan and Budget for the Legal Ombudsman (LeO), proposing a 12.1% budget increase and launching a Scheme Transformation Review. LeO complaints rose 26% year-on-year in the first half of 2025/26, with demand expected to more than double since 2019/20. The consultation proposes resolving over 10,000 complaints in 2026/27 while holding case fees at £400. Data shows 70% of investigated complaints had evidence of poor service.

OFSI updates General Licence INT/2024/5394840

The Office of Financial Sanctions Implementation (OFSI) has updated General Licence INT/2024/5394840, which permits relevant institutions to process payments made in 2022 from or via a designated credit or financial institution, provided that the original sender and original intended recipient are not designated persons. The updates: (1) extend the licence expiry date to 7 November 2027; (2) amend the definition of a designated credit or financial institution; and (3) amend the reporting conditions. Under the amended reporting requirements, relevant institutions must report to HM Treasury within 14 days of the end of each calendar month, providing details of any payments processed under the licence during that period. Reports must include the amounts processed, the names of the original sender and original intended recipient, account names at the final institution in the payment chain, the payment route used and the processing dates.

HMRC publishes case study on £1.16m Russia sanctions settlement

HMRC has published a case study on a £1,160,725.67 compound settlement reached in May 2025 with a UK exporter that breached The Russia (Sanctions) (EU Exit) Regulations 2019, SI 2019/855 by making goods available to Russia in contravention of the Russia Sanctions Regulations. Notice to Exporters NTE 2025/18, highlights the risks for UK businesses trading with third countries where Russian companies operate, as sanctions can be breached through indirect supply to Russian-owned entities abroad. HMRC emphasised that ignorance of sanctions is not a defence and urged companies to stay informed through government alerts, review trading relationships, and seek legal advice to ensure compliance. Under the regulations, a ‘person connected with Russia’ includes individuals or entities resident, located, incorporated, or domiciled in Russia, even when operating overseas, broadening the scope of the prohibitions. The ‘making available’ offence applies to various categories of goods and technology under multiple provisions, including those related to restricted, energy-related, luxury, and technology goods, as well as comparable prohibitions concerning non-government controlled Ukrainian territories.
