The Serious Crime Act 2015 (SCA 2015) introduced an offence of participating in the activities of an organised crime group, the aim of which is to:

  1. •

    reduce the level of serious and organised crime affecting the UK, and

  2. •

    send a clear message to discourage corrupt and complicit professionals and others who provide the materials, services, infrastructure, information and other support that organised crime groups need

The participation offence is committed where an individual takes part in any activities they know or reasonably suspect are criminal activities of an organised crime group, or that the person knows or reasonably suspects will help an organised crime group to carry on criminal activities.

Participation

Participation means taking part in any activities that the person knows or reasonably suspects:

  1. •

    are criminal activities of an organised crime group, or

  2. •

    will help an organised crime group to carry on criminal activities

This is very general in nature.

FCDO, HMT and OFSI update guidance on consolidating UK sanctions lists by January 2026

The Foreign, Commonwealth and Development Office (FCDO), HM Treasury (HMT) and the Office of Financial Sanctions Implementation (OFSI) have updated the ‘Moving to a single list for UK sanctions designations, 28 January 2026’ guidance. The update adds two new sections: (1) Checklist; and (2) Russia: list of persons named in relation to financial and investment restrictions. It also updates the UK Sanctions List (UKSL) formats and Sanctions List search tool sections.

OFSI issues General Licence INT/2025/8257372 permitting humanitarian activity in Myanmar

The Office of Financial Sanctions Implementation (OFSI) has issued General Licence INT/2025/8257372, permitting humanitarian and basic-needs activities in Myanmar under the Myanmar (Sanctions) Regulations 202, SI 2021/496 and Global Human Rights (Sanctions) Regulations 2020, SI 2020/680. The licence covers UK-funded organisations, UN bodies, NGOs in UN-coordinated response plans, the Disasters Emergency Committee, and their service providers. Permitted activities include delivering aid, processing payments and providing goods or services necessary to deliver humanitarian assistance or support basic human needs in Myanmar.

FCDO and OFSI publish format guidance for UK Sanctions List

The Foreign, Commonwealth & Development Office (FCDO) and the Office of Financial Sanctions Implementation (OFSI) have published a format guide for the UK Sanctions List (UKSL), which sets out the fields used in the list and explains how they map to those on the OFSI Consolidated List, due to close on 28 January 2026. The UKSL provides a comprehensive record of individuals, entities and ships designated under the Sanctions and Anti-Money Laundering Act 2018 (SAMLA 2018), identifying those subject to sanctions measures, including asset freezes and transport sanctions, and is published to support businesses and individuals in complying with UK sanctions requirements. The UKSL is now available in seven formats, following the addition of TXT, CSV and PDF to the original four file types: ODT, ODS, XML and HTML.
