Immigration analysis: The Home Office issued a substantial new Statement of Changes in Immigration Rules HC 1118, along with an Explanatory Memorandum on 15 March 2022. The Statement implements the Government’s proposals in the ‘Build Back Better—our plan for growth’ (‘Plan for Growth’), a policy document issued by HM Treasury on 3 March 2021 and made numerous other additions and changes to the Immigration Rules. This analysis looks at the changes that introduce the new High Potential Individual (HPI) route, due to take effect from 9 am on 30 May 2022.
