This Practice Note considers the position of multiple contracts, joinder and consolidation under the Arbitration Rules of the Singapore International Arbitration Centre (SIAC) (7th Edition) 2025 (2025 SIAC Rules).

The th Edition of the SIAC Rules came into effect from 1 January 2025 and can be accessed here.

The 2025 SIAC Rules apply to arbitrations commenced on or after 1 January 2025, unless the parties have agreed otherwise.

Koh Swee Yen, Senior Counsel, is the Head of International Arbitration of Wong Partnership, a law firm headquartered in Singapore. Her practice has a particular focus on complex, high-value and multi-jurisdictional disputes involving asset recovery, commodities, energy, fraud, infrastructure, international trade, joint ventures, transport and technology. She has extensive experience acting for and against States and State-owned entities, multinational corporations and high net-worth individuals both before the Singapore Courts (including the Singapore International Commercial Court) as well as in international commercial and investment arbitrations. She is admitted to the Roll of Solicitors of England & Wales and also has rights of audience before the DIFC Courts.
 
Swee Yen is the Co-Chair of the IPBA Dispute Resolution and Arbitration Committee, and a former Vice-Chair of the IBA Arbitration Committee. She is also a member of the ICC Court. She has sat as an arbitrator in HKIAC, ICC, LCIA and SIAC administered arbitrations, and is on the Panel of Arbitrators of the AEIC, BICAM, BAC/BIAC, HKIAC, KCAB and SIAC. She is designated by Singapore to the ICSID Panel of Arbitrators.
 
She was listed in GAR’s exclusive 45 under 45 list, and is recognised as a Global Elite Thought Leader in Who’s Who Legal Arbitration 2024. Swee Yen was also awarded Litigation Lawyer of the Year at The Legal 500 Southeast Asia Awards 2023, and is described as "an absolute standout", "razor-sharp" in her advocacy and "brilliant, decisive and fearless".

Joel QUEK is a Partner in the Commercial & Corporate Disputes, International Arbitration and Vietnam Practices.
 
Joel has an active practice in court litigation before the Singapore Courts and international arbitration, often in notable disputes which are high-value and legally significant. His clients include States, State-owned enterprises, multinational corporations, and high net-worth individuals, across various sectors. He has substantial experience in arbitration-related court proceedings and an active investment treaty arbitration practice.
 
Joel’s contributions and expertise have been acknowledged by clients and publications such as the Legal 500. He is described as “highly intelligent, a first-rate strategist and an adept communicator”, “always available to provide input and support on an urgent basis”, having an “exceptional approach to navigating complex international disputes”, “show[ing] a great mastery of the law, both substantively and from a procedural process perspective”, that “[h]is cross-examination was sharp, incisive and to the point” and his “attention to detail in reviewing contracts be[ing] first class, often pointing out problems that other top Singaporean law firms missed”.
 
Prior to entering private practice, Joel served as a Justices' Law Clerk to the Chief Justice and Judges of the Singapore Supreme Court. His experience also includes a placement with Fountain Court Chambers in London. In 2019, Joel was appointed amicus curiae to assist the Singapore High Court on issues concerning s 94A of the Income Tax Act.
 
He is appointed to the steering committee of the International Bar Association (IBA) Arb40. Joel also regularly contributes to legal journals and publications and speaks regularly at dispute resolution events in various jurisdictions.

Magdalene ONG is a Partner in the Commercial & Corporate Disputes Practice.
 
Her main areas of practice include litigation and arbitration relating to commercial and corporate disputes. She also has extensive experience in contentious arbitration involving disputes in infrastructure, construction and engineering sectors and is familiar with the Building and Construction Industry Security of Payments Act.
 
Magdalene was awarded the Christopher Bathurst Prize 2022 by the Singapore Academy of Law.
 
Magdalene graduated from the Singapore Management University and is admitted to the Singapore Bar.

Divya Harchandani
Divya Harchandani

I am a disputes lawyer with a focus on international arbitration, with a strong academic foundation and diverse cross border experience. I hold an undergraduate degree in Economics, after which I pursued post graduate studies in law where I was awarded merit-based scholarship throughout. I began my legal career by working on numerous domestic and international arbitrations across construction, infrastructure and telecom sectors in Indian law firms. Seeking to deepen my international exposure, I completed an LLM in International Arbitration at National University of Singapore. I am currently part of the International Arbitration team at WongPartnership, where I work on a broad spectrum of cross-border disputes. My work involves advising on complex arbitrations under various institutional rules and actively support the firm’s growing India practice by leveraging my on-ground experience and regional insights.

Foreign Lawyer, Wong Partnership


Thea Elyssa Vega is a Foreign Lawyer at the International Arbitration practice group of WongPartnership LLP.

Prior to joining the firm, she was Counsel at the Singapore International Arbitration Centre (SIAC) where she managed and oversaw hundreds of arbitration proceedings under various editions of the SIAC and UNCITRAL rules across various sectors and jurisdictions, with a particular focus on the Philippines and the APAC region.

She was also previously an Associate Solicitor II at the Office of the Solicitor General - Philippines where she handled criminal, civil cases, investor-state and international commercial arbitration cases administered by various institutions such as ICSID, PCA, ICC.
