The European Commission has published a public consultation on two draft revised Horizontal Block Exemption Regulations on Research & Development (R&D) and Specialisation agreements (Specialisation BER) (together, the HBERs) and the draft revised Horizontal Guidelines. The consultation will finalise rules to enter into force on 1 January 2023. Interested parties are invited to submit their comments on the rules by 26 April 2022.
