Commission plans Q4 2022 adoption of revised Air Services Regulation

The European Commission has completed public consultation on its revision of the Air Services Regulation, which governs operating licence requirements, service provision freedoms, and price transparency for EU air services. The initiative, which closed for consultation on 5 June 2022, aims to enhance sector resilience following the COVID-19 crisis while maintaining existing consumer protections and employment standards. The Commission plans to adopt the revised regulation in Q4 2022. The update will modify rules affecting operating licences, service provision restrictions, and price display requirements for air carriers operating within the EU.

EBA publishes report on SupTech use in AML/CTF supervision

The European Banking Authority (EBA) has published a report assessing how EU national competent authorities (NCAs) are using supervisory technology (SupTech) in anti-money laundering and countering the financing of terrorism (AML/CTF) supervision. Based on a 2024 survey of NCAs and a 2025 workshop, the report supports the implementation of the EU’s new AML/CTF framework, which includes the establishment of the Anti-Money Laundering and Countering the Financing of Terrorism Authority (AMLA) to coordinate supervision at EU level.

EU’s core data-disclosure requirement for AI models sparks confusion

MLex: The European Commission has released a template requiring AI developers to disclose training data under the EU AI Act. However, the scope of a key requirement, listing the top 10% of crawled domain names, remains unclear. Confusion centres on whether this should be per content type, known as modality, or in aggregate. How the size of the content should be accounted for is another point of confusion. Such vague wording could incentivise AI firms to limit disclosure. The Commission is preparing further guidance, but has so far declined to comment.

Commission launches call for evidence on CO2 transport infrastructure regulation

The European Commission has opened a call for evidence period for its proposed regulation on carbon dioxide transportation infrastructure and markets. The initiative follows the February 2024 Industrial Carbon Management strategy, which identified the need for competitive CO2 transportation markets to support Carbon Capture Utilisation and Storage (CCUS) development. The regulation aims to establish an EU framework for CO2 transportation infrastructure to help meet the EU's 2050 climate objectives. The Commission plans a public consultation in Q4 2025, with adoption scheduled for Q3 2026. The call for evidence period runs from 31 July to 11 September 2025.
