Commission launches consultation on CO2 markets and infrastructure legislation

The European Commission has launched a public consultation on upcoming legislation covering carbon dioxide markets and infrastructure in the EU. The consultation will inform a Commission initiative planned for 2026 aimed at developing competitive markets and transportation infrastructure for CO2 as part of achieving climate neutrality by 2050. The consultation builds on the 2040 Climate Target Communication and Industrial Carbon Management Strategy, recognising the role of carbon capture utilisation and storage (CCUS) in reducing emissions from hard-to-abate sectors. The consultation is open until 9 January 2026.

Commission opens feedback on draft GWP calculation rules for buildings

The European Commission has opened a feedback period on draft delegated regulation establishing rules for calculating the life-cycle global warming potential (GWP) of new buildings. The draft regulation implements Article 7 of Directive (EU) 2024/1275 (revised Energy Performance of Buildings Directive), creating a harmonised EU framework for national calculation methods. The rules mandate disclosure of life-cycle GWP in energy performance certificates for large new buildings with floor space exceeding 1000m2 from January 2028, extending to all new buildings from January 2030. The calculation framework encompasses greenhouse gas emissions from construction products and direct and indirect emissions during the building use stage. Following the feedback period and expert group opinion, the Commission aims to formally adopt the delegated regulation in December 2025, after which the Council and European Parliament will have a two-month objection period that may be extended to four months. The feedback period closes on 31 October 2025.

Commission launches consultation on EU Geo-blocking Regulation evaluation

The European Commission is carrying out an evaluation on Regulation (EU) 2018/302 (Geo-blocking Regulation) and has launched a public consultation on this evaluation. The aim of the Geo-blocking Regulation is to prevent unjustified geo-blocking, ie practices where traders operating in one Member State block or limit access to their online interfaces, such as websites and apps, or apply different general conditions of access to their goods and services with respect to customers from other Member States wishing to engage in cross-border transactions, and other forms of discrimination. The consultation is intended to evaluate how the Regulation has been implemented, applied and enforced since its entry into force. The evaluation will examine issues including territorial supply restrictions and access to copyright-protected content across borders. The feedback will contribute to the European Commission’s assessment and inform potential future policy decisions. The consultation is open until 29 December 2026.

EPC releases updated payment scheme rulebooks

The European Payments Council (EPC) has released version 1.1 of all five 2025 EPC payment scheme rulebooks, which took effect on 5 October 2025. The updated rulebooks revise the date from which the use of the unstructured address format is no longer permitted to 15 November 2026, moved forward from the previous date of 22 November 2026 set in version 1.0. This amended date aligns with the November 2026 Swift Standards MX release date scheduled for the second full weekend of November 2026. The EPC confirmed that version 1.1 does not impact any other business or operational rules compared to version 1.0. The five updated rulebooks cover SCT, SCT Inst, SDD Core, SDD B2B, and OCT Inst payment schemes, with accompanying updated implementation guidelines and supporting documents also published.
