The Home Office have published the terms of reference for the independent review of the Investigatory Powers Act 2016 (IPA 2016) and announced that the review will be led by Lord David Anderson KBE KC, who has been appointed by the Home Secretary. The aim of the review is to consider priority areas for change to the Act and the review will be independent from the Home Secretary's statutory report. The Act itself provides a framework for how investigatory powers (interception of communication, retention and acquisition of communications data, equipment interference and retention and examination of bulk personal datasets) are used by law enforcement, public authorities and security and intelligence agencies.
