Practice notesAccording to the House of Commons Library Research Briefing CBP07747 ‘What is affordable housing?’ (July 2023):
‘There is no all-encompassing statutory definition of affordable housing in England.’
This ambiguity encompasses definitions of affordable home ownership. The most commonly referred to definition of ‘affordable home ownership’ is set out in Annex 2 (b–d) of the National Planning Policy Framework (nppf). This is the definition that local planning authorities apply when making provision within their areas to meet local demand/need for affordable housing. The most recent version of the NPPF was published in December 2023.
According to the NPPF, affordable home ownership includes three categories:

‘Starter Homes’ (as defined by section 2 of the Housing and Planning Act 2016 (HPA 2016)—note that according to the Public Accounts Committee inquiry report on Starter Homes (H88—December 2020), it was announced in January 2020 by the then Ministry of Housing, Communities & Local Government that the Starter Homes policy has been abandoned. There are no plans to bring forward secondary legislation under the 2016 Act to enable Starter
