CCS publishes guidance on sustainable procurement

The Crown Commercial Service (CCS) has published guidance on sustainable procurement, highlighting five common 'tripwires' that public sector organisations should avoid. These include treating sustainability as a project rather than a programme, failing to engage with the marketplace, focusing solely on initial costs, neglecting future needs and emphasising products over outcomes. The guidance stresses the importance of adopting a strategic approach to sustainable procurement, particularly in relation to Carbon Net Zero (CNZ) goals and social value. The CCS emphasises that sustainability should be viewed as the means to achieve procurement objectives, rather than an end in itself and encourages organisations to consider the broader impact of their commercial activities on environmental sustainability.

OPSS publishes first horizon scan on future technological changes

The Office for Product Safety and Standards (OPSS) has published its first horizon scan, a systematic assessment of future risks and opportunities arising from technological changes. The scan, conducted in collaboration with Arup Foresight, evaluated 71 specific technologies to optimize effective regulation for UK businesses, consumers, and stakeholders. OPSS has identified 20 technologies as most relevant to its work and included three rapid evidence reviews. The report outlines the methodology, quality assurance processes, and outcomes, aiming to enhance OPSS's horizon scanning capabilities for future regulatory and policy challenges.

Cabinet Office updates guidance on supplier payment approaches in major contract procurement

The Cabinet Office has issued Procurement Policy Notes (PPNs) 015 and 018, which provide updated guidance on how to consider suppliers' payment approaches when procuring major government contracts. These new PPNs, effective from 24 February 2025 and 1 October 2025 respectively, will supersede previous PPNs on this subject for in-scope procurements and continue the government's focus on fair payment practices in public sector procurement, with updates to reflect new terminology introduced by the Procurement Act 2023 and the Procurement Regulations 2024. The guidance aims to ensure that contracting authorities can effectively evaluate and account for suppliers' payment behaviours when awarding significant contracts, promoting responsible business practices throughout the supply chain.
