6.8 Using vehicles

Vehicles authorised under an operator’s licence must be used by that operator. There is a special definition of ‘using’ for the purposes of operators’ licensing only. The driver is deemed to be the user of the vehicle if he is the owner of the vehicle or has hired or borrowed it. In any other case, the user is the person whose servant or agent the driver is1.
