9.5 Shared cars

A driver of a car who wishes to carry passengers, who will make payments to him to cover the operating costs of the shared car, may lawfully do so, provided that the payments do not exceed a proper contribution to the actual operating costs. Although the vehicle is technically being used for carrying passengers at separate fares, the arrangement falls outside the scope of the public service vehicle licensing provisions, because the vehicle is not treated as being used in the course of a business of carrying passengers1.
