MHCLG publishes guidance on English Devolution and Community Empowerment Bill
The Ministry of Housing, Communities and Local Government (MHCLG) has published guidance on the English Devolution and Community Empowerment Bill. The Bill aims to expand devolution across England by granting Mayors enhanced powers to drive local economic growth as part of the government's broader strategy to reform and rebuild local government structures. The Bill also enables the conversion of two-tier systems into unitary authorities and replaces the committee system with a leader and cabinet model, while proposing a new Local Audit Office to improve the audit process and strengthen accountability. Additionally, the guidance outlines the Bill's measures to empower local communities by introducing a 'Community Right to Buy', extending the moratorium on the sale of assets of community value and providing enhanced protections for sports grounds.
