Environmental delivery plans and nature restoration fund

Part 3 of the Planning and Infrastructure Act 2025 sets out a framework intended to support environmental delivery for development in England through strategic, area-wide measures rather than relying solely on project-by-project mitigation. A central feature is the use of environmental delivery plans (EDPs), which are designed to co-ordinate nature restoration and biodiversity enhancement across a defined area and over a defined period. A key initial question is whether an EDP applies to the land in question and, if so, how it changes the environmental steps a developer would otherwise need to take.
