The Public Law Project (PLP) has expressed their concerns over the Tribunal Procedure Committee's (TPCs) proposed changes to Upper Tribunal Rules 2008, Rule 22 and access to justice. TPC's consultation closed on 16 August 2021 of which the proposed amendments would mean that where judges make a decision on the papers to certify an appeal application as ‘totally without merit’, the applicant will not be allowed the right of an oral renewal. The PLP is not convinced the proposed changes are necessary and encourages its reconsideration.
