DESNZ publishes outcome of 2025 Capacity Market consultation on emerging technologies

The Department for Energy Security and Net Zero (DESNZ) has published the outcome of its 2025 consultation on new generating technologies eligible to participate in the Capacity Market. The consultation sought views on innovations capable of enhancing security of supply but not currently recognised as a Generating Technology Class. Stakeholders highlighted several potential developments, including Hydrogen to Power (H2P) via Thermal Plasma Electrolysis (TPE), Consumer Led Flexibility technologies (Demand Side Response or DSR), Flexible Compute Capacity (FCC), Offshore Hybrid Assets (OHAs), and Vehicle-to-Everything (V2X) technologies. The feedback will inform future decisions on technology classification and Capacity Market participation, contributing to the government’s Clean Power and energy security objectives.

Ofgem consults on harmonised energy code prioritisation process

Ofgem has launched a statutory consultation under the Energy Act 2023 aimed at harmonising the code modification prioritisation processes across all energy industry codes. It marks a significant milestone in energy code reform under the Act’s new governance framework. Ofgem is seeking input on four main policy areas: (1) prioritisation process; (2) prioritisation criteria and categories; (3) prioritisation governance and (4) policy implementation. The consultation will close on 12 January 2025.

This week's edition of Energy weekly highlights includes: Ofgem’s publication of a Centralised Strategic Network Plan (CSNP) guidance document setting out an independent, co-ordinated and long-term whole-system approach to planning electricity and natural gas transmission networks, as well as hydrogen transport and storage across Great Britain. Also this week, Ofgem has approved the National Energy System Operator (NESO)'s proposed amendments to the Connections Network Design Methodology (CNDM), which aim to improve the connections process ahead of the Gate 2 to Whole Queue (G2tWQ) formation exercise under the TMO4+ grid connection reforms package. We also cover updates from the 30th Conference of the Parties (COP30) of the United Nations Framework Convention on Climate Change (UNFCCC).

DESNZ announces Energy Resilience Strategy following substation fire investigation

The Department for Energy Security and Net Zero (DESNZ) has announced plans to publish a comprehensive Energy Resilience Strategy next year to strengthen Britain’s energy system against risks such as climate change, cyber threats, and geopolitical tensions. The strategy follows the North Hyde substation fire in March 2025, which prompted an independent investigation by the National Energy System Operator (NESO). NESO’s review identified the likely cause and issued 12 recommendations, all of which are being implemented through enhanced maintenance standards, improved fire safety processes, and stronger collaboration between operators and emergency services. A new Energy Resilience and Security Taskforce will oversee delivery, while the strategy will set priorities for safeguarding critical infrastructure and align with wider government resilience commitments. Ofgem has also launched an enforcement investigation into National Grid Electricity Transmission regarding maintenance compliance at North Hyde.
