DESNZ publishes Carbon Budget and Growth Delivery Plan under Climate Change Act

The Department for Energy Security and Net Zero (DESNZ) has published its Carbon Budget and Growth Delivery Plan, fulfilling statutory obligations under the Climate Change Act 2008. The plan sets out how the UK will meet carbon budgets 4-6 covering 2023-2037, following a High Court order requiring the government to publish a new report after a successful legal challenge under the previous administration. The package includes the Section 14 Report under the 2008 Act, the government's response to the Climate Change Committee's 2025 Progress Report, an investor prospectus outlining policy-backed investment opportunities for the net zero transition, and the UK Methane Action Plan detailing actions to reduce methane emissions domestically and globally. The plan aims to reduce emissions while supporting economic growth through clean energy investment, with targets including 400,000 additional clean energy jobs by 2030 and home upgrades for 5m families through the Warm Homes Plan.

NSTA publishes response to consultation on carbon storage disclosure regulations

The North Sea Transition Authority (NSTA) has published the response to its February 2024 consultation on proposed regulations for disclosing carbon storage information and samples. Following analysis of stakeholder feedback, the NSTA will recommend that the Department for Energy Security and Net Zero introduce secondary legislation in Parliament to establish timeframes for the disclosure of different types of carbon storage data, including two years for well information, five years for geophysical surveys and two months for injection information. The new regulations are expected to come into force by February 2026.

This week's edition of Energy weekly highlights includes: several announcements from the Department for Energy Security and Net Zero (DESNZ) on the Contracts for Difference (CfD) scheme, namely: (1) publication of the Contract Budget Notice and accompanying explanatory note for Allocation Round 7 (AR7), and (2) issuing updated supply chain plan guidance for solar projects of 300MW or more applying in the Allocation Round 8 (AR8), anticipated in 2026. In addition this week, Ofgem has rejected CUSC Modification Proposal 444 (CMP444) which, if approved, would have imposed a cap and floor on generation Transmission Network Use of System (TNUoS) charges, following the government’s decision not to introduce zonal pricing in its Review of Electricity Markets (REMA) 2025 summer update.

DESNZ publishes OFTO regime policy reforms following call for evidence

The Department for Energy Security and Net Zero (DESNZ) has published an update outlining policy reforms to the Offshore Transmission Owner (OFTO) regime, following its 2023–2024 Call for Evidence. The changes include a new 132kV array transmission licence class exemption which allows offshore wind farms to use higher-voltage 132kV cabling without needing to divest these as part of offshore transmission assets and an extension of the Generator Commissioning Clause (GCC) from 18 to 27 months, a measure included in the Planning and Infrastructure Bill currently before Parliament.
