MHCLG and DESNZ consult on Energy Performance of Buildings regime reforms

The Ministry of Housing, Communities and Local Government (MHCLG) and the Department for Energy Security and Net Zero (DESNZ) have launched a joint consultation on proposed reforms to the Energy Performance of Buildings (EPB) regime. The consultation seeks views on several measures aimed at improving the regime across five key areas: updating what Energy Performance Certificates (EPCs) measure through additional metrics, updating when energy certificates are required by refining the rules for obtaining EPCs and Display Energy Certificates (DECs), managing energy certificate quality, improving the accessibility of building performance data, and strengthening the quality of air conditioning inspection reports (ACIRs). The consultation closes on 26 February 2025.

Ofgem consults on first onshore electricity transmission early competition project

Ofgem has launched a consultation, seeking views on the National Energy System Operator (NESO)’s request to competitively tender a sub-component of project WCN2, a new circuit between South West Scotland and North West England. This is the first project NESO has requested for tendering under the proposed onshore electricity transmission Early Competition framework. The consultation closes on 8 January 2025.

Welsh Government launches consultation on CCUS policy

The Welsh Government has launched a consultation, seeking views on its draft carbon capture, utilisation and storage (CCUS) policy. The proposed policy supports CCUS under certain conditions, such as where it demonstrably contributes to decarbonisation and economic growth, where no reasonable alternatives for reducing emissions exist, and where it does not unnecessarily prolong fossil fuel use. The consultation closes on 24 February 2025. Following the consultation, and subject to statutory or other assessments, the Welsh Government intends to issue the policy as a Ministerial written statement, incorporate it into future editions of Planning Policy Wales and Net Zero Wales Carbon Budgets, and develop detailed guidance for planning officers and other decision makers on its practical implementation.

DESNZ publishes guidance on Supply Chain Plan application process for CfD AR7

The Department for Energy Security and Net Zero (DESNZ) has published guidance, outlining the Supply Chain Plan application process for the Contracts for Difference (CfD) Allocation Round 7 (AR7). Applicants for onshore wind or solar generating stations of 300 megawatts (MW) or more must submit a Supply Chain Plan to DESNZ to qualify. Separate questionnaires are available for onshore wind and solar photovoltaic projects of 300MW or more. Responses to the scored sections of these questionnaires will be evaluated to determine the award of the Supply Chain Plan Statement of Approval, which is necessary for eligibility in the CfD scheme. The guidance provides detailed information on completing the questionnaires, how plans are assessed, and the entire process from assessment to implementation and the final post-build report.
