221 Powers of the local authority

Local authorities are empowered to establish and manage country parks1. Country parks may be established on land which the local authority owns2, or it may purchase land, either by agreement or compulsorily3, for this purpose. A country park may be established on privately owned land by agreement with the owner and on the payment of contributions towards the owner’s reasonable expenses4.
