The European Insurance and Occupational Pensions Authority (EIOPA) has published its revised staff paper on demand-side factors contributing to consumers’ reluctance to take out natural catastrophe insurance across Europe. The paper reveals several challenges and drivers that contribute to the low uptake, including a strong focus on premium rather than the overall usefulness of the product, unclear terms and conditions and the perception that the process is complex and time-consuming. EIOPA recommends a series of consumer-tested solutions to overcome barriers, such as raising awareness of the risk and promoting more standardised and easily comparable products in terms of coverage, exclusions and pricing structures.

The European Insurance and Occupational Pensions Authority (EIOPA) has published an Opinion addressed to national supervisors clarifying how existing insurance-sector legislation applies to the use of artificial intelligence (AI) systems. The Opinion applies to AI systems not classified as prohibited or high-risk under Regulation (EU) 2024/1689 (Artificial Intelligence Act) and aims to promote consistent supervisory practices across the EU. It provides guidance on interpreting provisions under Directive 2009/138/EC (Solvency II Directive), Directive (EU) 2016/97 (Insurance Distribution Directive), Regulation (EU) 2022/2554 (Digital Operational Resilience Act), Commission Delegated Regulation (EU) 2015/35 and Commission Delegated Regulation (EU) 2017/2358.

The annex intends to facilitate an effective transition when undertakings move their registered office within the Single Market (ie cross-border conversion), applying the provision of the Mobility Directive (EU) 2019/2121.
