The European Insurance and Occupational Pensions Authority (EIOPA) has published its first supervisory report examining how EU (re)insurance undertakings are identifying, measuring and managing biodiversity-related risks under the Solvency II framework. The report notes that while some insurers have begun to incorporate biodiversity loss into their risk assessments, integration remains limited and primarily qualitative. Biodiversity loss is described as a complex and multidimensional risk with potential implications for investment values, insured losses and the overall risk profile of insurers’ portfolios. The report also highlights the interconnection between biodiversity and climate-related risks, particularly in relation to natural catastrophes, and observes that approximately 30% of insurers’ corporate bond and equity exposures depend on at least one ecosystem service.

The European Insurance and Occupational Pensions Authority (EIOPA) has published the follow-up report to its 2022 peer review on outsourcing under Directive 2009/138/EC (Solvency II), assessing the extent to which national competent authorities (NCAs) across the European Economic Area (EEA) have implemented the 77 recommended actions. The report confirms substantial progress, with 51 actions assessed as fulfilled, 22 as partially fulfilled and four as not fulfilled. It highlights improvements in regulatory tools, guidance and internal procedures, including structured notification processes and enhanced documentation requirements. Areas identified for further attention include off-site supervision, full operationalisation of supervisory tools and consistent embedding of internal procedures. EIOPA recommends that NCAs continue to build on existing structures and systems and will monitor implementation efforts, with the possibility of issuing targeted guidance or facilitating best practice exchange.

The European Insurance and Occupational Pensions Authority (EIOPA) has published a follow-up report to the 2020 peer review on its Decision regarding the collaboration of insurance supervisory authorities. The follow-up report notes that out of the 50 recommended actions issued to 24 national competent authorities (NCAs)—out of 30 NCAs participating in the peer review—33 are fully fulfilled, while five are partially fulfilled and 12 remain unfulfilled for various reasons.

It covers sanctions related to breaches of: professional and organisational requirements (article 10); other more basic or formalistic IDD requirements; and the information and conduct of business rules in Chapters V and VI.

The European Insurance and Occupational Pensions Authority (EIOPA) has published its final guidelines on diversity in the selection of members of administrative, management or supervisory bodies (AMSBs) in insurance and reinsurance undertakings. These guidelines were developed following amendments to Article 41(1) of the Solvency II Directive, which require undertakings to adopt diversity policies and set quantitative gender balance objectives. Effective from 30 January 2027, the guidelines promote diversity in terms of educational and professional background, age, gender and geographical origin. They aim to enhance decision-making by fostering a range of perspectives and reducing groupthink, and are aligned with corresponding frameworks in the banking and financial sectors for consistency across the EU. Following a public consultation between December 2024 and February 2025, EIOPA incorporated stakeholder feedback, including the removal of a proposed requirement to report non-compliance with gender balance targets to reduce the reporting burden. Competent authorities must integrate the Guidelines into their supervisory frameworks and confirm compliance to EIOPA within two months of the translated versions’ publication.

The European Insurance and Occupational Pensions Authority (EIOPA) has published a letter from its Chairperson, Petra Hielkema, addressed to Maria Luís Albuquerque, Commissioner for Financial Services and the Savings and Investments Union at the European Commission. In the letter, Hielkema acknowledges that the Commission has incorporated several of EIOPA’s technical recommendations but raises strong concerns about the extensive capital relief that would result from the Solvency II review, based on both the agreed level 1 changes and the proposed level 2 amendments.
