The European Insurance and Occupational Pensions Authority (EIOPA) has launched  a call for evidence to support the development of a practical toolkit for defined contribution (DC) pensions. This initiative aims to assist policymakers, regulators, supervisors, and social partners in addressing pension adequacy and sustainability as EU member states increasingly shift from defined benefit to DC schemes. The toolkit will offer adaptable guidance on maintaining flexibility in DC systems, structuring accumulation and decumulation phases, and ensuring value for money for savers. The call for evidence closes on 28 November 2025.

The European Insurance and Occupational Pensions Authority (EIOPA) has launched a consultation on its Opinion regarding Artificial Intelligence (AI) governance and risk management in the insurance sector. This Opinion provides guidance on interpreting and implementing insurance sector provisions concerning AI systems, excluding those classified as prohibited or high-risk under the EU Artificial Intelligence Act (Regulation (EU) 2024/1689) (AI Act). It aligns with international initiatives and emphasises a principle-based approach, setting supervisory expectations for responsible AI use. Key principles include a risk-based approach, fairness, clear roles, explainability, data governance, and documentation. Responses are sought by 12 May 2025.

The European Insurance and Occupational Pensions Authority (EIOPA) has launched a consultation on its proposal to revise the Guidelines for systematic information exchange within Colleges of Supervisors. The updated Guidelines, built on the framework established in 2015, introduces a new provision for the exchange of group Own Risk and Solvency Assessment (ORSA) reports, streamlines technical annexes, and updates legal references under Directive 2009/138/EC (Solvency II) to align with recent regulatory developments. Stakeholders are invited to provide their feedback by 14 October 2025.

The European Insurance and Occupational Pensions Authority (EIOPA) has launched a public consultation on draft revised Guidelines on the Supervisory Review Process. The primary objective of the revision is to clarify existing instructions in light of the Solvency II review and to bring emerging risks within scope. The proposed amendments aim to align the Guidelines with recent regulatory developments and supervisory best practices, while introducing new processes to address risks and trends that have emerged since the Guidelines were first adopted. The draft includes new sections on business model analysis, joint on-site inspections, early intervention measures, pre-emptive recovery planning, and supervision of conduct of business. EIOPA has also introduced guidance to ensure that supervisors incorporate sustainability risks, IT and cyber risks, and Supervisory Technology (SupTech) into their review processes. EIOPA says the amendments are targeted and limited, reflecting its commitment to regulatory simplification and burden reduction. Responses are sought by 24 September 2025.

The European Insurance and Occupational Pensions Authority (EIOPA) has launched a consultation package aimed at amending supervisory reporting and public disclosure requirements under Solvency II. The proposals, which include revised Implementing Technical Standards and draft guidelines on reporting for financial stability and the supervision of third country branches, seek to reduce the reporting burden on (re)insurance undertakings by at least 25% (35% for SMEs). Building on initiatives from 2023 and informed by stakeholder feedback, the revisions propose fewer and simplified reporting templates, the application of proportionality principles, and the elimination of redundant data requirements. EIOPA is confident that these measures will enhance regulatory efficiency without compromising policyholder protection or financial stability and invites feedback via the EU Survey until 10 October 2025.

The European Insurance and Occupational Pensions Authority (EIOPA) has launched a series of six consultations on legal instruments following the recent the Solvency II Review. The consultations cover two revised implementing technical standards (ITS) on disclosure templates for supervisory authorities and the treatment of matching adjustment, two revised guidelines on the valuation of technical provisions and ring-fenced funds, one set of new regulatory technical standards (RTS) on the simplified calculation of the risk margin, and new guidelines on supervisory powers addressing liquidity vulnerabilities. The revised guidelines propose a reduction of at least 25% in the number of guidelines, aligning with EIOPA’s approach to regulatory simplification and burden reduction. The consultations close on 5 January 2026.

The survey aims to collect information on current implementations, future plans, and the governance frameworks that insurance undertakings are adopting to manage the distinctive challenges presented by generative AI compared to traditional systems. This initiative has been introduced in response to the rapid pace of digital innovation impacting the insurance value chain, with the intention of enhancing supervisory practices and maintaining robust consumer protection. Responses are being gathered through National Competent Authorities (NCAs), and interested undertakings may submit their answers online until 15 June 2025.
