The European Banking Authority (EBA) has published a new chapter of its resolution Handbook on simulation exercises for resolution authorities. The chapter sets out a framework of methodologies and practices to support the planning and delivery of simulation exercises aimed at strengthening preparedness and operational capabilities. It introduces a taxonomy of six simulation types—brainstorms, desktop exercises, walkthroughs, fire drills, decision-making exercises and operational simulations—and outlines the concept of end-to-end simulations. The Handbook provides guidance on defining objectives, designing scenarios, allocating resources and collecting feedback, and includes templates and examples to support implementation. The initiative forms part of the EBA’s mandate under Article 8(1)(ab) of Regulation (EU) 1093/2010 and is intended to promote convergence and cross-border cooperation among EU resolution authorities.

The European Banking Authority (EBA) has published a no-action letter concerning the application of environmental, social and governance (ESG) Pillar 3 disclosure requirements under its Implementing Technical Standards (ITS). The letter, formalised through an accompanying Opinion (EBA/Op/2025/11), aims to address legal and operational uncertainties linked to the evolving ESG disclosure framework, in light of proposed amendments under the European Commission’s Omnibus legislative package on sustainability reporting. These proposed amendments affect several legislative instruments, including Directive 2014/95/EU (Non-Financial Reporting Directive), Directive (EU) 2022/2464 (Corporate Sustainability Reporting Directive), Directive (EU) 2024/1760 (Corporate Sustainability Due Diligence Directive), and Regulation (EU) 2020/852 (Taxonomy Regulation). The EBA also published an updated ESG risk dashboard based on December 2024 data, which indicates that the ESG risk landscape across EU/EEA banks remains stable, reflecting the long-term horizon of climate-related risks and the gradual pace of change in banking portfolios.

The European Banking Authority (EBA) has published an opinion addressed to the Bank of Italy following the competent authority's notification of its decision to introduce a partial waiver of Article 129 (1)(c) of the Capital Requirements Regulation (CRR), which specifies the conditions for the eligibility of covered bonds in relation to risk weight preferential treatments. Given the significant potential concentration problem in Italy, the EBA is of the opinion that the application of a partial waiver is adequately justified.

The European Banking Authority (EBA) has published the findings of its peer review on the performance of stress tests by deposit guarantee schemes (DGSs) across the EU. The review assessed how seven national DGSs conducted stress tests against benchmarks derived from the Deposit Guarantee Schemes Directive (2014/49/EU) (DGSD) and the revised EBA Guidelines on stress tests of DGSs. It found that all DGSs have developed effective stress testing programmes, with minor shortcomings. However, only five DGSs fully met all requirements, such as performing mandatory stress tests, increasing the severity and complexity of scenarios, and identifying areas for improvement. The report includes follow-up measures for all EU DGSs and an overview of 194 stress tests conducted from 2021-2024. The EBA plans to conduct another review in two years to ensure recommendations are implemented.

The European Banking Authority (EBA) has published a peer review on its guidelines on the application of the definition of default. It finds that the effectiveness of supervision in this area is good, in particular as regards the monitoring of internal ratings-based approach (IRBA) credit institutions. Supervision of the definition of default of credit institutions using the standardised approach (SA) is also good but more varied, reflecting the more dispersed nature of credit institutions and the relative predominance of IRBA credit institutions in terms of size and assets in different jurisdictions.

The European Banking Authority (EBA) has published its final guidelines addressed to resolution authorities for the publication of their approach to implementing the bail-in tool implementation. The guidelines aim to ensure that a minimum level of harmonised information is made public with regard to the mechanics underpinning the execution of the bail-in tool. The report follows the publication of a consultation on draft guidelines in June 2022, to which responses were sought by 7 September 2022. The final report takes into account the responses received.

The European Banking Authority (EBA) has published a report detailing its review of the standardised terminology for the most common services related to payment accounts, as required under the EU Payment Accounts Directive (Directive 2014/92/EU) (PAD). The report confirms that the existing terminology, which was originally issued in 2018, remains fit-for-purpose and continues to facilitate the comparison of payment account fees across the European Union. Although the report acknowledges that incorporating instant credit transfers could offer benefits due to their increased usage following the Instant Payments Regulation, it was determined that the resulting costs imposed on national competent authorities (NCAs) and the industry outweigh such benefits. As a consequence, no amendments to the regulatory technical standards (RTS) will be made at this time, with a reassessment planned in four years or in the event of significant market or legislative developments.

The European Banking Authority (EBA) has published a report assessing how EU national competent authorities (NCAs) are using supervisory technology (SupTech) in anti-money laundering and countering the financing of terrorism (AML/CTF) supervision. Based on a 2024 survey of NCAs and a 2025 workshop, the report supports the implementation of the EU’s new AML/CTF framework, which includes the establishment of the Anti-Money Laundering and Countering the Financing of Terrorism Authority (AMLA) to coordinate supervision at EU level.
