The European Banking Authority (EBA) has published final guidelines on the criteria related to simplicity, standardisation and transparency (STS) and additional specific criteria for on-balance-sheet securitisations (OBS). The guidelines aim to ensure a harmonised interpretation of these STS criteria, in alignment with the EBA guidelines for asset-backed commercial paper (ABCP) and non-asset-backed commercial paper (non-ABCP) securitisation.

The guidelines, which are part of the EBA's regulatory review of the IRB approach, aim to eliminate the remaining significant differences in approaches in the area of CRM, which are due to either different supervisory practices or bank-specific choices.

The European Banking Authority (EBA) has published its final Guidelines on the treatment of Acquisition, Development and Construction (ADC) exposures to residential property under the Capital Requirements Regulation (Regulation (EU) No 575/2013) (CRR). The Guidelines specify the conditions under which institutions may apply a 100% risk weight, instead of 150%, to ADC exposures that meet defined credit risk mitigation requirements. These include a requirement that at least 50% of total contracts are pre-sale, pre-lease, or sale and lease contracts with specified deposit thresholds, and that the obligor has substantial equity at risk—set at 25% of the property’s value upon completion, reduced from 35% following consultation feedback and QIS data. The Guidelines also introduce more flexibility for public housing projects, allowing the first condition to be met based on demand exceeding supply and reducing the equity requirement to 20%, with a broader scope of eligible equity. These Guidelines form part of the first phase of the EBA’s roadmap on credit risk implementation of the EU Banking Package.

The European Banking Authority (EBA) has published its final guidelines on the resubmission of historical data under the EBA reporting framework. The guidelines provide a common approach to the resubmission of historical data by the financial institutions to the competent and resolution authorities in case of errors, inaccuracies or other changes in the data reported, in accordance with the supervisory and resolution reporting framework developed by the EBA.

The European Banking Authority (EBA) has published a Final Report on draft Regulatory Technical Standards (RTS) detailing methods for identifying main risk drivers and determining long or short positions in transactions. The draft RTS, propose a general method based on sensitivities from the market risk standardised approach (FRTB-SA) or add-ons from the standardised approach for counterparty credit risk (SA-CCR). A simplified method for relatively simple instruments such as fixed- and floating-rate bonds, stocks, forwards, futures, simple swaps and plain vanilla options is also included.

The European Banking Authority (EBA) has published the first part of its 2024 annual report, detailing the principal activities undertaken under its work programme. In 2024, the EBA completed over 93% of its tasks, focusing on advancing Basel III reforms to enhance bank resilience and strengthen the financial system. The report describes the revision of the Single Rulebook through updated guidelines and technical standards addressing credit, market, and operational risks. It also outlines the integration of sustainable finance into prudential frameworks, in alignment with the European Green Deal, through the publication of guidelines and reports on environmental, social, and governance risks, greenwashing, and scenario analysis. A consolidated version of the annual report, providing a comprehensive account of the EBA’s activities in 2024, has been scheduled for publication by the end of June 2025.

The review assesses the adequacy and effectiveness of the actions undertaken by the competent authorities (CAs) subject to the previous review and finds good progress in remedying the deficiencies identified in 2021.

The European Banking Authority (EBA) has published a follow-up to the 2022 Peer Review report on the supervision of the management of non-performing exposures (NPEs) by credit institutions. The findings of the follow-up report show improvements in competent authorities’ supervisory practices that reflect the significant focus given to the supervision of NPEs by the EBA and competent authorities, and demonstrate that all competent authorities now fully or largely apply the EBA guidelines on management of non-performing and forborne exposures.

The exercise is set to commence in January 2025 with multiple submission rounds between April 2025 and July 2025. Results are scheduled for publication in early August 2025. The EBA has adjusted the timeline to accommodate industry feedback and the entry into force of the revised EU Capital Requirements Regulation and EU Capital Requirements Directive (EU CRR III /EU CDR VI).
