The European Banking Authority (EBA) has published its annual report on convergence of supervisory practices for 2023, and the European Supervisory Examination Programme (ESEP) for 2025, which identifies key topics for heightened supervisory attention across the EU. The aim is to drive supervisory convergence by providing competent authorities with a single set of priorities for implementation in 2025. The review of 2023 finds that the key topics identified for supervisory attention were adequately included by most competent authorities, but there is still disparity in the implementation of risk areas like environmental, social and governance (ESG) and data aggregation capabilities in the supervisory processes.

The European Banking Authority (EBA) has revised its validation rules for supervisory reporting, effective 12 June 2025, deactivating certain rules due to errors and IT-related issues. Competent Authorities across the EU are advised not to validate data against these deactivated rules. To support this change, the EBA has released a validation package—including a micro taxonomy package and DPM VR deactivation update scripts—required from release 4.0 to ensure consistent rule management across the taxonomy and Data Point Model.

The European Banking Authority (EBA) has published a consultation on its draft Guidelines on Environmental, Social, and Governance (ESG) scenario analysis. The guidelines complement the EBA's previously published Guidelines on the management of ESG risks. Responses are sought by 16 April 2025. A virtual public hearing on the consultation paper is set to take place on 17 March 2025 and interested stakeholders are invited to register using by 13 March 2025. The guidelines are expected to be finalised by the second half of 2025 and will apply from 11 January 2026 for institutions not classified as small and non-complex, and at the latest, from 11 January 2027.

The European Banking Authority (EBA) has published guidelines on loan origination and monitoring, setting out the EBA’s expectation that institutions should develop robust and prudent standards to ensure newly originated loans are assessed properly. The guidelines also aim to ensure that the institutions’ practices are aligned with consumer protection rules and respect fair treatment of consumers. The guidelines—developed as part of the effort to tackle the high level of non-performing loans—will apply from 30 June 2021, but the EBA has set a series of transitional arrangements.

The European Banking Authority (EBA) has submitted its final draft regarding implementing technical standards (ITS) concerning IT solutions for [Pillar 3] prudential disclosures by institutions (other than small and non-complex institutions) to the EBA.  The prudential disclosure requirements (Pillar 3 disclosure requirements) and polices applicable to institutions, including the frequency and scope of these disclosures by type of institution (ie large institutions, small and non-complex institutions (SNCIs) and other institutions), are established under the Capital Requirements Regulation (EU) No 575/2013 (the CRR).  The EBA is required by Regulation (EU) 2024/1623  and Directive (EU) 2024/1619 (together, the CRR 3 mandate)  to ensure a technical implementation of the prudential framework, including amendments to the disclosure requirements and development of IT solutions to make pillar 3 information centralised and readily available. This is to be done through a single access point on the EBA website (Pillar 3 Data Hub).

The European Banking Authority (EBA) is surveying credit institutions on their methodologies to classify exposures to environmental, social and governance (ESG) risks, as well as on the accessibility and availability of ESG data for this purpose. The objective is to collect qualitative information on credit institutions’ current practices to inform the EBA’s work on the feasibility of introducing a standardised methodology to identify and qualify exposures to ESG risks. The deadline to respond to the industry survey is 29 March 2024.

The European Banking Authority (EBA) has published a technical package for version 3.4 of its reporting framework, including the standard specifications for the validation rules, the Data Point Model (DPM) and the XBRL taxonomies to support the amendments to the reporting and disclosure technical standards on minimum requirement for own funds and eligible liabilities and total loss absorbing capacity (MREL/TLAC). Minor corrections to the technical package on the interest rate risk in the banking book (IRRBB) are also included.
