The European Banking Authority (EBA) has published three sets of final draft regulatory technical standards (RTS) and one set of final draft implementing technical standards (ITS) relating to the authorisation as issuer of asset-referenced tokens (ARTs); to the information for the assessment of acquisition of qualifying holdings in issuers of ARTs; and to the procedure for the approval of white papers for ARTs issued by credit institutions under the Markets in Crypto-assets Regulation (MiCAR). The EBA says the technical standards are key to regulate access to the EU market by applicant issuers of ARTs and persons intending to exercise significant influence on these undertakings via the acquisition of qualifying holdings.

The European Banking Authority (EBA) has published a report containing final draft Implementing Technical Standards (ITS), amending Implementing Regulation (EU) 2016/2070 on the benchmarking of credit risk, market risk and IFRS9 models for the 2025 benchmarking exercise. The most significant change is in the area of market risk framework, where the EBA is proposing to expand to all asset classes the alternative standardised approach (ASA) validation portfolios compared to the 2024 exercise. In the area of credit risk, the EBA suggests only minor changes.

The European Banking Authority (EBA) has published its final report on draft regulatory technical standards (RTS) on the calculation and aggregation of crypto exposure values in relation to the prudential treatment of such exposures. The RTS operate within the transitional framework under Article 501(d) of the Capital Requirements Regulation (EU) No 575/2013 (CRR3), allowing institutions to capitalise cryptoasset exposures until a permanent regime is adopted. The draft RTS aim to harmonise prudential treatment across the EU and align with elements in the Basel standard on prudential treatment of cryotasset exposures and the Markets in Cryptoassets Regulation (MiCA).

The European Banking Authority (EBA) has published draft amendments to the reporting requirements for market risk. As the implementation of the Fundamental Review of the Trading Book (FRTB) in the EU approaches, the EBA proposes revising the information to be reported on the own funds requirements under the alternative approaches, and adding reporting on reclassifications of instrument between the regulatory books. The draft amending implementing technical standards (ITS) will be submitted to the Commission for endorsement before being published in the Official Journal of the EU. The revised reporting requirements, excluding the reporting on reclassifications, are expected to apply, for the first time, for the reporting as of the reference date of 31 March 2025.

This draft is intended to facilitate the implementation process for reporting entities, with the final version expected to be released by the end of May 2025. Responses are sought by 15 April 2025, or on the new data point model (DPM) glossary at any time until the revision is finalised.

The European Banking Authority (EBA) has published its final guidelines on environmental scenario analysis, outlining supervisory expectations for how institutions should identify, assess, and manage environmental risks. The Guidelines are based on Article 87(a)5 of the Capital Requirements Directive (CRD6) and Article 177(2a) of the Capital Requirements Regulation (CRR3), forming part of the EBA’s roadmap on sustainable finance for the integration of ESG risks into the prudential framework. They will apply from 1 January 2027.
