The European Banking Authority (EBA) has launched its 2025 EU-wide stress test and released the macroeconomic scenarios. The EBA expects to publish the results of the exercise at the beginning of August 2025. As part of the EBA’s EU-wide stress test, the European Central Bank (ECB) will stress test a total of 96 directly supervised banks in 2025.

The European Banking Authority (EBA) has launched a new interactive monitoring tool to assess climate risk in the EU/EEA banking sector. The virtual ESG dashboard is based on data published by banks as part of their Pillar 3 environmental, social, and governance (ESG) disclosures. The dashboard provides centralised access to comparable climate risk indicators and relevant benchmarks, and represents the first step towards establishing a broader ESG risks monitoring framework.

The European Banking Authority (EBA) has launched a consultation on four draft Regulatory Technical Standards (RTS) as part of its response to the European Commission’s call for advice. These standards are crucial to the EU’s new anti-money laundering (AML) and countering the financing of terrorism (CFT) regime, shaping compliance for institutions and supervisors under the new AML/CFT package. The consultation covers how the new EU Authority for AML/CFT will determine which institutions are subject to direct supervision, a harmonised methodology for assessing the ML/TF risks of each institution, customer due diligence requirements, and criteria for imposing pecuniary sanctions including periodic penalty payments. Responses are sought by 6 June 2025. The EBA will submit its finalised RTS to the European Commission by 31 October 2025. A virtual public hearing is scheduled for 10 April 2025.

The European Banking Authority (EBA) has launched a consultation on draft regulatory technical standards (RTS) for the acquisition of qualifying holdings in credit institutions made under Article 23(6) of the fourth Capital Requirements Directive (CRDIV). The RTS aim to harmonise the information that proposed acquirers must submit to competent authorities across the EU, requiring them to provide details on their identity, reputation, financial soundness, and a business plan, with additional details required in acquisitions involving control. Acquirers must also demonstrate the legitimate origin of their funding to help assess risks related to money laundering and terrorist financing. The RTS introduce proportionality measures, including exemptions for information already held by the competent authority and reduced disclosure requirements, where the acquirer’s influence is expected to be minimal. A public hearing will be held via conference call on 15 July 2025, and responses must be submitted by 18 September 2025.

The European Banking Authority (EBA) has opened a consultation on draft Regulatory Technical Standards that will establish thresholds for prudential risk management requirements applicable to Central Securities Depositories (CSDs) providing banking-type ancillary services. The consultation, referenced as EBA/CP/2025/05, runs from 14 March to 16 June 2025, with a public hearing scheduled for 13 May 2025. The standards aim to set specific activity thresholds that will determine when CSDs must implement additional risk management measures.

The European Banking Authority (EBA) has opened a consultation on new Implementing Technical Standards for disclosure requirements, running from 22 May to 22 August 2025. The consultation (EBA/CP/2025/07) covers amended reporting requirements in three key areas: environmental, social and governance (ESG) risks, equity exposures, and aggregate exposure to shadow banking entities. The EBA has provided detailed technical documentation including templates, IT solutions and mapping tools to support stakeholder responses. All submissions will be publicly released unless confidentiality is specifically requested.

The European Banking Authority (EBA) has launched a consultation on its draft guidelines on the sound management of third-party risk with regard to non-information and communication technology (non-ICT) related services. The draft guidelines address third-party arrangements involving the provision of critical or important functions by third-party service providers and their subcontractors. They revise and update the EBA’s 2019 Guidelines on outsourcing to reflect developments under the Digital Operational Resilience Act (DORA). A transitional period of two years is proposed for financial entities to review and amend existing third-party arrangements and update their non-ICT registers. Responses are sought by 8 October 2025 and a virtual public hearing will be held on 5 September 2025.

The European Banking Authority (EBA) has launched a consultation on revised Guidelines for the supervisory review and evaluation process (SREP) and supervisory stress testing. These updates aim to streamline and strengthen the EU’s supervisory framework, promoting more effective and risk-focused oversight. Key changes include improved proportionality, integration of new mandates from CRD VI and alignment with interest rate and credit spread risk packages. The revisions also incorporate ESG factors and operational resilience, reflecting lessons learned since the 2016 implementation of the original Guidelines.

The proposed standards aim to establish uniform reporting formats and frequencies across the EU while enhancing supervisory oversight through structured data collection covering both branches and their head undertakings. The consultation closes for comment on 31 October 2025. Also, a public hearing will take place on 5 September 2025, with registration closing on 2 September 2025.

The European Banking Authority (EBA) is consulting on draft guidelines and draft regulatory technical standards (RTS) on initial margin model authorisation (IMMA) under the European Market Infrastructure Regulation (EMIR). The aim is to ensure that models used for the exchange of initial margin for non-centrally cleared derivatives are subject to a robust, efficient and harmonised authorisation process across the EU. Responses are sought by 17 June 2026.
