The European Commission has adopted its April infringement package to ensure Member States comply with EU law and that citizens and businesses can fully benefit from EU legislation. As part of this package, it issued 20 letters of formal notice and 26 reasoned opinions, referred 14 cases to the Court of Justice of the European Union, and decided to close 70 cases where Member States, in cooperation with the Commission, have brought infringements to an end and ensured compliance.

The Commission has adopted its March infringement package to ensure Member States comply with EU law and that citizens and businesses can fully benefit from EU legislation. As part of this package, it issued 35 letters of formal notice and 16 reasoned opinions, referred 2 cases to the Court of Justice of the European Union, and decided to close 44 cases where Member States, in cooperation with the Commission, have brought infringements to an end and ensured compliance.

The European Commission has adopted new measures under the Regulation (EU) 2024/1781 (Ecodesign for Sustainable Products Regulation (ESPR)) aimed at preventing the destruction of unsold apparel, clothing accessories and footwear by introducing a ban on their destruction alongside new disclosure obligations. Under the ESPR, companies must disclose information on unsold consumer products discarded as waste, while the new ban seeks to reduce waste, limit environmental harm and promote a more circular economy. A Delegated Act clarifies limited derogations permitting destruction in justified cases, such as safety concerns or product damage, and an Implementing Act establishes a standardised format for businesses to report volumes of unsold consumer products discarded from February 2027. The ban and related derogations will apply to large companies from 19 July 2026 and to medium-sized companies from 2030, while disclosure requirements already apply to large companies and will extend to medium-sized companies in 2030, with businesses encouraged to prioritise alternatives such as resale, remanufacturing, donation or reuse.

The European Commission has adopted a Delegated Regulation amending the regulatory technical standards (RTS 1 and RTS 2) under Delegated Regulations (EU) 2017/587 and (EU) 2017/583, respectively, to align with the revised Markets in Financial Instruments Regulation (MiFIR) (Regulation (EU) 600/2014). The amendments aim to enhance transparency and support the establishment of consolidated tapes for bonds and equities. Key changes include updated definitions, revised pre- and post-trade transparency requirements for bonds, structured finance products, emission allowances and equity instruments, and the removal of outdated provisions. The amendments are based on technical standards developed by European Securities and Markets Authority (ESMA) following consultation and are scheduled to apply from 2 March 2026.

The European Commission has adopted an Implementing Regulation standardising transparency reporting rules for providers of intermediary services under the EU Digital Services Act (DSA). This Implementing Regulation mandates that providers give clear, comparable data on content moderation practices, covering areas such as numbers of pieces of content removed, account terminations, and the accuracy rates of automated content moderation systems. Very large online platforms and search engines must publish the transparency reports twice per year, while other services must report annually. The Implementing Regulation also standardises reporting templates and periods to address previous inconsistencies, allowing for easier comparison of moderation practices. Providers will be required to collect data according to this format from 1 July 2025, with the first harmonised reports due in early 2026. Additionally, the requirements for submitting statements of reasons to the EU DSA Transparency Database will be updated to ensure alignment with the data categories in the Implementing Regulation.

The European Commission has adopted a draft implementing regulation to amend the rules on the protection of industrial designs in Regulation (EC) 2245/2002. The proposed changes aim to align terminology with the Lisbon Treaty and EU trade mark rules, while making the EU design registration system more accessible and efficient.

The European Commission has adopted a Delegated Regulation supplementing Directive 2003/87/EC to implement the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) within the European Economic Area. The act, adopted by the Directorate-General for Climate Action under reference C(2025)3075, introduces comprehensive rules for monitoring, reporting and verifying aviation emissions, replacing Delegated Regulation (EU) 2019/1603. It enables EEA-based aircraft operators to meet CORSIA offsetting obligations for flights not covered under the EU Emissions Trading System during the 2021–2023 and 2024–2026 periods. The regulation also facilitates the reporting of certified CORSIA-eligible fuels and mandates the submission and verification of emissions unit cancellation reports to demonstrate compliance with the revised ETS Directive. The act has been transmitted to the European Parliament and the Council and will enter into force if no objections are raised within two months of adoption.

The European Commission has adopted its fourth update to the surface water watchlist, established pursuant to Directive 2008/105/EC (the Environmental Quality Standards Directive). The new list comprises 12 new substances to the EU's surface water watchlist, including pesticides, pharmaceuticals, a sunscreen agent, and an antioxidant used in tyres. These substances are suspected of posing environmental and health risks. Member States will monitor these pollutants over the next two years to assess their concentrations and potential risks.

The European Commission has adopted two proposals on a common framework for the use of digital travel credentials (passports and identity cards) and establishing an EU Digital Travel application to facilitate smoother and safer travel in and out of the Schengen area. The proposals will allow both EU and non-EU citizens to create digital travel credentials, which can be submitted in advance for faster border checks. These initiatives aim to enhance border security, ensure personal data protection, reduce administrative burdens, and improve efficiency before travel and at border controls. The EU Digital Travel application will be developed by the Commission and is expected to be available by 2030, supporting the EU's wider digitalisation strategy. Once the Council of the EU and European Parliament agree on these proposals, these proposals will enter the development stage.

The European Commission has adopted a proposal to amend the Market Stability Reserve (MSR) Decision to support the launch of the new emissions trading system for road transport and buildings (ETS2). The proposal introduces a top-up mechanism to double the number of ETS2 allowances injected when prices exceed €45 per tonne, strengthens the MSR’s longer-term capacity by extending the validity of allowances beyond 2030 and adds an additional buffer to ensure earlier and smoother intervention to stabilise supply of ETS2 allowances.

The European Commission has adopted proposals for the signature, provisional application and conclusion of an agreement between the EU and the UK in respect of Gibraltar. The agreement is intended to complete the legal framework governing EU-UK relations established by the Trade and Cooperation Agreement, from which Gibraltar was excluded. Its stated objective is to remove physical barriers to the movement of persons and goods between Spain and Gibraltar, while safeguarding the Schengen area. The proposals will now be submitted to the Council to take the necessary steps towards signature and conclusion. The European Parliament will be required to give its consent in accordance with the EU treaties. The development follows a political agreement reached in June 2025 between the EU Commissioner for Trade and Economic Security, Maroš Šefčovič, the Spanish Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, the then UK Foreign Secretary, David Lammy, and the Chief Minister of Gibraltar, Fabian Picardo. The negotiating teams subsequently finalised the legal text in December 2025.

The European Commission has adopted Recommendation (EU) 2026/1307 of 11 June 2026 on the monitoring of perfluoroalkyl substances (PFAS) in feed. Member States, working with feed business operators, are recommended to monitor PFAS presence in feed during 2026–28. The monitoring should test for perfluorooctane sulfonic acid, perfluorooctanoic acid, perfluorononanoic acid and perfluorohexane sulfonic acid. Sampling of feed should be carried out in accordance with the relevant procedure set out in Commission Regulation (EC) No 152/2009. Member States are recommended to submit analytical results to the European Food Safety Authority (EFSA) regularly and by 30 June 2029 using EFSA's standard data submission format.
