The European Commission has adopted three regulatory proposals intended to simplify cross-border travel booking and strengthening rail passenger protections throughout the EU. The measures would enable passengers to purchase single-ticket bookings across multiple rail operators, facilitated through unified booking platforms, with comprehensive passenger rights protections, including assistance, rerouting, reimbursement and compensation for missed connections.

The European Commission has adopted two delegated regulations supplementing the EU Ratings Regulation (Regulation (EU) 2024/3005). One is with regard to regulatory technical standards (RTS) specifying the elements of ESG rating products to be disclosed to the public and to users of ESG ratings, rated items and issuers of rated items, the other is with regard to RTS specifying the measures and safeguards to be implemented by ESG rating providers to separate their ESG rating activities from their other activities. Both regulations shall enter into force on the 20th day following that of their publication in the Official Journal of the European Union.

The European Commission has adopted two Delegated Regulations with regard to regulatory technical standards (RTS) specifying the requirements, templates and procedures for the handling of complaints under the Markets in Cryptoassets Regulation (Regulation EU) 2023/1114) (MiCA), as well as a Delegated Regulation with regard to RTS establishing a template document for co-operation arrangements between competent authorities and third country supervisory authorities.

The European Commission has adopted a Delegated Regulation amending Delegated Regulation (EU) 2023/2772 which sets out the European Sustainability Reporting Standards (ESRS). The ESRS specify the information which companies must disclose against pursuant to their sustainability reporting obligations under the EU Corporate Sustainability Reporting Directive (CSRD). The proposed ‘quick fix’ amendments are designed to reduce the reporting burden on companies already reporting pursuant to the CSRD for the 2024 financial year (so called ‘wave one’ companies). Pursuant to the ‘Stop the Clock’ Directive adopted as part of the sustainability omnibus package of February 2025, wave two and three companies have seen their reporting obligations delayed by two years. Wave one companies were not captured by this change, hence today’s proposal. Preparations are underway for a broader revision of the ESRS framework as part of the sustainability omnibus package of reforms (which includes sweeping changes to the CSRD).

The European Commission has intensified efforts to safeguard minors online, unveiling new enforcement and technical measures under theEU Digital Services Act (EU DSA). The initiative follows the July 2025 adoption of Guidelines on the Protection of Minors, which require online platforms to apply high standards of safety and transparency for underage users.

The European Commission published new guidance and a new set of FAQs on 15 April 2025 with the aim of simplifying the implementation of Regulation (EU) 2023/1115 (EU Deforestation Regulation). The simplification measures include allowing submission of annual due diligence statements (instead of per-shipment submissions), permitting the reuse of statements for reimported goods, and permitting group submissions via authorised representatives. The Commission estimates these measures will reduce administrative costs by 30%.

The European Commission has adopted a binding acceptance period of nine months of EU digital COVID certificate, to ensure continued harmonisation of different vaccination rules across the EU. The validity period includes a grace period of three months in addition to the recommended guidance of six months gap between the first cycle of vaccination and booster doses of the European Centre for Disease Prevention and Control. The measure aims at ensuring the functioning of the single market through facilitation of intra-EU travel and guidance for EU citizens. These new rules will apply from 1 February 2022 and requires Member States to accept any vaccination certificate within the EU for no longer or shorter than nine months.

The European Commission has adopted an amendment to its Emissions Trading Scheme (ETS) State aid Guidelines to address the increased carbon leakage risk faced by additional energy-intensive industries due to higher EU ETS costs. Key changes include: (1) extending the list of industrial sectors eligible for compensation to include 20 new sectors and two new subsectors; (2) increasing the aid intensity from 75% to 80% for sectors already eligible before the amendment to account for their higher carbon leakage risk; (3) allowing Member States to notify sectors or subsectors not on the amended list if they can demonstrate a genuine risk of carbon leakage and (4) requiring large beneficiaries to contribute to the green transition, including investing a portion of the aid in projects that reduce electricity system costs. Additionally, CO₂ emission factors and geographic areas have been updated for 2026–30. The amendment allows Member States to apply a gradual transition from 2026 to 2030, where the decrease in the applicable maximum regional CO₂ emission factor compared with 2021–25 is particularly large.

The European Commission has adopted a Delegated Regulation amending the list of high-risk third countries with strategic deficiencies in their anti-money laundering/countering the financing of terrorism (AML/CFT) regimes that pose significant threats to the financial system of the EU. The Commission has added Kenya and Namibia to the list and deleted Barbados, Gibraltar, Panama, Uganda and the United Arab Emirates.

The European Commission revised its State aid rules on 12 May 2025 to enhance public access to justice in environmental matters, allowing non-governmental organisations (NGOs) to request reviews of certain State aid decisions for compliance with EU environmental law. This amendment addresses the Aarhus Convention Compliance Committee's findings, which highlighted the EU's failure to permit public challenges to potentially non-compliant State aid decisions. Eligible NGOs can request reviews of final State aid decisions under Article 108(2) of the Treaty on the Functioning of the EU (TFEU), provided they demonstrate a breach of specific EU environmental laws. The Commission must respond within 16-22 weeks, and its replies can be contested before the Court of Justice of the European Union. The revised rules, supported by a Commission Staff Working Document, reflect the EU's commitment to its international obligations and the balance between environmental justice and State aid procedures. The European Commission has amended Commission Delegated Regulation (EU) 2019/1122 (Union Registry Regulation), which ensures the accurate and transparent accounting of Member States’ transactions under Regulation (EU) 2023/857 (Effort Sharing Regulation (ESR)) and Regulation (EU) 2018/841 (Land Use, Land-Use Change and Forestry (LULUCF) Regulation).

The European Commission has adopted the Implementing Decision 2025/1324, amending the 2019 framework for the medical device expert panel. The changes establish a new expert panel for paediatrics and rare diseases and formally recognises the European Medicines Agency's secretariat role, effective since March 2022.
