The European Commission has adopted Recommendation (Euratom/2026/403) on the establishment, review and use of diagnostic reference levels for radiodiagnostic examinations and interventional radiology procedures. Building on Directive 2013/59/Euratom (the Euratom Basic Safety Standards Directive), the recommendation sets out methodologies and good practices for establishing, maintaining and periodically reviewing national diagnostic reference level systems for the medical use of ionising radiation. The measure forms part of the Strategic Agenda for Medical Ionising Radiation Applications (SAMIRA) Action Plan, an EU initiative aimed at ensuring the safe, high quality and reliable use of radiological and nuclear technology in healthcare.

The European Commission has adopted a recommendation urging Member States to accelerate the rollout of the EU age verification app and make it available by the end of 2026, to protect children from harmful and inappropriate online content. The app allows users to prove they meet a required age threshold without revealing their exact age, identity or other personal details and can be rolled out as a standalone app or integrated into a European Digital Identity Wallet. The recommendation also sets out actions for Member States to ensure swift availability and interoperability, supporting requirements under the EU Digital Services Act for a high level of privacy, security and safety for minors online.

The European Commission has adopted a draft Commission Delegated Regulation amending Delegated Regulation (EU) 2019/980 (which supplements Regulation (EU) 2017/1129 (the EU Prospectus Regulation)) in relation to the reduced content and the standardised format and sequence of the EU Follow-on prospectus and the EU Growth issuance prospectus.

The European Commission has adopted Commission Implementing Regulation (EU) /... of 24 September 2024 laying down implementing technical standards (ITS) for the application of Regulation (EU) 2023/1114 (the EU Markets in Cryptoassets Regulation—MiCA) with regard to standard forms, templates and procedures for the co-operation and exchange of information between competent authorities and the EBA and ESMA.

The European Commission has adopted the Commission Delegated Regulation (EU) /... of 30 September 2024 supplementing Regulation (EU) 2023/1114 (the EU Markets in Cryptoassets Regulation (MiCA)) with regard to regulatory technical standards (RTS) specifying the requirements, templates and procedures for the handling of complaints relating to asset referenced tokens (ARTs).

The European Commission has adopted reports on the implementation across the EU of Directive 2009/52/EC (the Employers Sanctions Directive) and Directive 2014/36/EU (the Seasonal Workers Directive), describing both measures as key components of the EU’s approach to migration and labour mobility. The Commission states that the directives are intended to combat illegal migration and unlawful employment practices while facilitating legal labour mobility, particularly in sectors such as agriculture and tourism that rely heavily on seasonal workers.

The European Commission has adopted the revised Regulation (EU) 2025/2067 (REACH Fee Regulation), introducing mandatory ex-ante verification for small and medium-sized enterprises (SMEs) seeking reduced fees. Under the updated regulation, SMEs intending to submit REACH registrations or authorisation applications must apply for company size validation at least two months before submitting their dossiers, with this requirement taking effect from 5 February 2027. The European Chemicals Agency (ECHA) has two months to verify SME status once documentation is received, and recognised SME status remains valid for three years. Standard fees and charges for large companies will increase by 19.5% to reflect inflation, taking effect from 5 November 2025, while SME fees remain unchanged to safeguard competitiveness. If ECHA does not recognise SME status, an administrative charge may be imposed at a level set by ECHA's Management Board. The regulation enters into force twenty days following publication in the Official Journal of the European Union.

The European Commission has adopted revised European Sustainability Reporting Standards (ESRS), amending Commission Delegated Regulation (EU) 2023/2772, and a voluntary reporting standard for smaller companies outside the scope of the Corporate Sustainability Reporting Directive (CSRD). Adopted following the Omnibus I simplification package, the revised ESRS reduce mandatory datapoints, provide additional instructions on applying the materiality principle, further distinguish between mandatory and voluntary datapoints and simplify sustainability reporting standards. The measures will now be submitted to the European Parliament and the Council for scrutiny before applying. The revised ESRS will apply to financial years beginning on or after 1 January 2027, although undertakings may choose to apply them for financial year 2026.

The European Commission has adopted a Delegated Regulation establishing rules for the EU Emissions Trading System (ETS) support mechanism to accelerate the use of sustainable aviation fuels. The regulation, adopted on 6 February 2025, outlines the process for calculating price differences between eligible aviation fuels and fossil kerosene, and allocating ETS allowances to cover the cost differential. The Commission has set aside 20 million ETS allowances, estimated at €1.6bn, from 1 January 2024 to incentivise early adoption of alternative fuels. The delegated act now awaits scrutiny by the European Parliament and Council of the EU.

The European Commission has adopted new rules establishing a methodology to calculate, verify and report chemically recycled content in single-use polyethylene terephthalate (PET) plastic beverage bottles. These rules, which form part of the Commission’s December 2025 plastics package, apply to both mechanical and chemical recycling technologies and aim to assist Member States in meeting recycled-content targets under Directive (EU) 2019/904 (the Single-Use Plastics Directive).

The European Commission has adopted the second list of Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs) under the revised Trans-European Networks for Energy Regulation, granting 235 cross-border energy projects special regulatory status. The list comprises 113 electricity projects, 100 hydrogen and electrolyser projects, 17 carbon transport infrastructure projects, 3 smart gas grids projects, and 2 projects linking Malta and Cyprus to mainland European gas networks. PMIs include 25 projects with Ukraine, the United Kingdom, Switzerland, the Western Balkans, North African countries, Norway and Georgia. Projects granted PCI and PMI status become eligible to apply for EU financing from the Connecting Europe Facility and benefit from expedited permitting procedures with a binding three-and-a-half year time limit, streamlined environmental assessments, and single national competent authority coordination. The Commission will submit the list to the European Parliament and Council as a Delegated Act for scrutiny, with co-legislators having two months to accept or reject the list in full, extendable by two additional months upon request.

The European Commission has adopted a Delegated Regulation to establish binding regulatory technical standards under Regulation (EU) 2023/2631 (the European Green Bond Regulation). It mandates that, from 21 June 2026, all external reviewers must be registered with and supervised by European Securities and Markets Authority  (ESMA), subject to stringent criteria concerning governance, staff competence, and operational integrity. The Delegated Regulation will enter into force on the 20th day following its publication in the Official Journal of the EU.
