The European Commission has accepted an action plan submitted by X to address breaches of the EU Digital Services Act (EU DSA) concerning transparency obligations and researchers’ access to public data. X has six months to implement the measures, subject to enhanced supervision by the Commission. The corrective measures include improvements to X’s advertisement repository, including API access, shorter response times and the provision of additional information about advertisement content. X must also provide eligible researchers with free access to relevant data and revise its terms and conditions to permit the scraping of publicly available data. An independent audit report must be submitted within six months of implementation. The Board for Digital Services had previously concluded that X’s action plan was insufficient to remedy the infringement, and the Commission has since clarified the principal requirements governing its implementation.

The European Commission has acknowledged Meta's commitment to introduce alternative advertising choices for Facebook and Instagram users in the EU, as part of its efforts to comply with the EU Digital Markets Act (DMA). Under the new model, users will be able to choose either to: (1) consent to sharing all their data for fully personalised advertising or (2) share less data and receive more limited personalised advertising. Meta will roll out these options to EU users in January 2026, marking the first time such a choice will be offered on its social media platforms. The announcement follows the Commission's April 2025 non-compliance decision issued to Meta concerning user choice under the DMA. Once implemented, the Commission will seek feedback from Meta and other stakeholders on the impact and uptake of the new advertising model.

The European Commission has adopted targeted adjustments to the Common Agricultural Policy (CAP) to help farmers across the EU facing sharply rising fertiliser costs, driven by geopolitical tensions and supply disruptions. The measures include three main elements: (1) a new rural development liquidity scheme co-financed up to 65% from the European Agricultural Fund for Rural Development, with Member States able to add up to 200% national financing, payable as a fixed amount per hectare; (2) advanced direct payments to farmers before 16 October at an increased rate of advances to improve cash flow and (3) greater flexibility for Member States to adjust direct payment allocations for the calendar year 2027. These measures complement the €540 million financial support package from the Fertilisers Action Plan adopted on 27 July 2026.

The European Commission has adopted a Delegated Regulation amending the regulatory technical standards (RTS) laid down in Delegated Regulations (EU) 2017/583 and (EU) 2017/587 as regards transparency requirements for trading venues and investment firms in respect of bonds, structured finance products, emission allowances, and equity instruments. These amendments implement changes introduced by the Markets in Financial Instruments Regulation review (MiFIR review) (Regulation (EU) 2024/791), which updates the original Markets in Financial Instruments Regulation (MiFIR) (Regulation (EU) 600/2014). The changes aim to enhance market transparency and support the development of consolidated tapes by simplifying and harmonising pre- and post-trade transparency rules.

The European Commission has adopted a Delegated Regulation supplementing the Capital Requirements Regulation (EU) 575/2013 (CRR), establishing a standardised approach for identifying the main risk driver of a financial position and determining whether a transaction constitutes a long or short position. The Delegated Regulation, which will apply from 21 July 2025, is accompanied by an annex that provides detailed tables to support the identification of risk drivers based on factors such as maturity, credit quality and sector. The framework is intended to support more transparent and consistent risk assessments across the EU banking sector.

The European Commission has published the first EU visa policy strategy, intended to advance the EU’s long term interests and make visa policy more strategic and responsive to growing mobility, regional instability and geopolitical competition. The Strategy focuses on strengthening the security of the Schengen area, supporting economic growth and competitiveness and advancing the EU’s strategic interests, values and global standing. It is structured around three pillars: strengthening EU security, boosting competitiveness and deploying modern visa tools. It outlines plans to modernise visa processes through increased digitalisation, revised criteria for visa exemptions and targeted measures to address misuse of visa free regimes, with key steps scheduled for 2026 including a new assessment framework for exemptions, a revision of the Visa Code and the roll out of major border management IT systems. The strategy also highlights the introduction of restrictive visa measures in response to deteriorating relations with third countries, strengthened monitoring of visa free regimes and misuse such as unfounded asylum applications and overstays and enhanced tools for cooperation on return and readmission.
