As of 24 February 2025, the main provisions of the Procurement Act 2023 (PA 2023) are in force. Procurements begun on or after this date must be carried out under PA 2023 (where applicable), whereas those begun under the previous legislation (the Public Contracts Regulations 2015, SI 2015/102, the Utilities Contracts Regulations 2016, SI 2016/274, the Concession Contracts Regulations 2016, SI 2016/273, and the Defence and Security Public Contracts Regulations 2011, SI 2011/1848) must continue to be procured and managed under that legislation. Law Commission launches 14th Programme with ten new reform projects

The Law Commission of England and Wales has published its 14th Programme of Law Reform on 4 September 2025, announcing ten new projects spanning criminal, commercial, property and public law. The programme, developed following 500 consultation submissions, includes reforms to agricultural tenancies, commercial leasehold, consent in criminal law, deeds, insanity defence, corpse desecration, housing estate management, ownerless land, product liability and public sector automated decision-making. These projects will run alongside 17 existing initiatives, with the Commission aiming to modernise and simplify the law while ensuring it remains fair and cost-effective. The programme requires parliamentary approval before implementation, with project timelines to be announced.

Lord Murphy publishes statutory review of Windsor Framework implementation

The Rt Hon Lord Murphy of Torfaen has submitted his Independent Review of the Windsor Framework to the Secretary of State for Northern Ireland, following the Framework's December 2024 consent vote which passed without cross-community support. The review, conducted under Schedule 6A to the Northern Ireland Act 1998, makes 15 recommendations aimed at improving democratic scrutiny and business operations. Key proposals include extending the Democratic Scrutiny Committee's review period to 10 working days, enhancing support for Northern Ireland Civil Service engagement with EU legislation, streamlining business guidance through a single service, and strengthening medicine supply chain arrangements. The recommendations focus on practical improvements while acknowledging fundamental differences remain between nationalist and unionist communities regarding the Framework's constitutional implications.

IfG explainer on new Ethics and Integrity Commission replacing CSPL

The Institute for Government (IfG) has published an explainer following the UK government’s recently announced plans to establish the Ethics and Integrity Commission (EIC) on 13 October 2025, effectively replacing the Committee on Standards in Public Life (CSPL). The EIC will continue to perform the existing functions of its predecessor while also taking on additional responsibilities such as, leading ethics and standards bodies in central government and Parliament, reporting annually to the Prime Minister on the health of the standards system and supporting public sector entities in developing effective codes of conduct. The reforms also involve a restructuring of post-government employment oversight, and the introduction of new ministerial severance pay rules. Doug Chalmers, the current chair of the CSPL, will assume leadership of the EIC.
