The Independent Expert Panel (IEP) has published its first case, dismissing sexual misconduct allegations against former MP for Aberdeen South, Ross Thomson. Established on 23 June 2020, and appointed on 25 November 2020, the IEP determines appeals and sanctions in circumstances where complaints have been brought against MPs for breach of Parliament’s policies on bullying, harassment or sexual misconduct, under the Independent Complaints and Grievance Scheme. The IEP has the power to impose sanctions, including suspension or expulsion for which a vote in the House of Commons is required. As confirmed by IEP Chair, Sir Stephen Irwin, IEP decision-making is ‘guided by the principles of natural justice, fairness for all parties, transparency and proportionality’.
