Can an applicant legally submit two planning applications for the same site/building by splitting the site in two through the building?

There is nothing in the Town and Country Planning Act 1990, the Town and Country Planning (Development Management Procedure) (England) Order 2015, SI 2015/595 (in England) or the Town and Country Planning (Development Management Procedure) (Wales) Order 2012, SI 2012/801 (in Wales) which prevents an application site being ‘split’.
