This week's edition of Energy weekly highlights covers announcements from the Department for Energy Security and Net Zero (DESNZ), including: (1) publication of the outcome of Allocation Round 7a (AR7a) results of the Contracts for Difference (CfD) scheme for non-offshore wind technologies; (2) together with Great British Energy (GBE) and the Ministry of Housing, Communities and Local Government (MHCLG), publication of the Local Power Plan and; (3) a letter to the National Energy System Operator (NESO) confirming adjustments to the Capacity Market (CM) auction parameters for the T-1 auction for the delivery year 2026–27 and the T-4 auction for the delivery year 2020–30.

DESNZ publishes Draft Commercial Principles for Transition Access Agreement

The Department for Energy Security and Net Zero (DESNZ) has published draft commercial principles for the proposed Transition Access Agreement (TAA), intended to facilitate coordinated access to electricity networks during the transitional period ahead of wider connections reform. The document outlines the proposed framework for allocation, curtailment, liability, step-in rights, change mechanisms and termination provisions, and seeks stakeholder input on key drafting and implementation issues. The draft principles are designed to support the transition to a reformed connections regime while providing greater clarity and certainty to network users.

NESO launches Reformed National Pricing Call for Input on balancing, settlement and dispatch reforms

The National Energy System Operator (NESO) has issued a Call for Input (CfI) seeking industry feedback on proposed reforms to balancing, settlement and dispatch arrangements, as part of the wider Reformed National Pricing (RNP) package. The reforms are intended to support a secure and cost-effective clean power system, align with efficient investment signals and deliver enduring value for consumers. NESO is inviting views on the effectiveness of the proposed balancing reform package in reducing balancing costs, influencing market behaviour and addressing distributional impacts across market participants, as well as on the proposed implementation pathway. The consultation closes on  14 April 2026.

Ofgem consults on draft guidance for GD2/GD3 crossover allowance adjustments

Ofgem has launched a consultation on its Draft Gas Distribution (RIIO-3) Crossover Submission Guidance, which sets out the principles, methodologies and processes it will apply when assessing the need for, and value of, amendments to allowances under the RIIO-GD2 and RIIO-GD3 price controls pursuant to Special Condition 3.32 of Gas Distribution Network (GDN) licences. The draft guidance defines the scope of GD2/GD3 crossover items, outlines the criteria and approach for determining adjustments, and details the application requirements GDNs must meet to support the Authority’s assessment. The consultation closes on 12 March 2026.
