DESNZ consults on extension of ECO4 scheme end date

The Department for Energy Security and Net Zero (DESNZ) has launched a consultation on extending the Energy Company Obligation (ECO4) scheme by six to nine months beyond its current end date of 31 March 2026. The consultation also seeks views on allowing obligated suppliers to deliver beyond their current targets, with any additional delivery (carry-over) counting towards future obligation schemes. DESNZ proposes that suppliers be allowed to carry-over up to 20% of their ECO4 obligation. The consultation closes on 25 September 2025.

DESNZ consults on amendments to Nuclear Safeguards regulations

The Department for Energy Security and Net Zero (DESNZ) has launched a consultation on proposed amendments to the Nuclear Safeguards (EU Exit) Regulations 2019 (NSR19) and the Nuclear Safeguards (Fees) Regulations 2021. The proposals, which follow recommendations from a 2023 statutory post implementation review of NSR19, aim to improve the effectiveness and operability of the UK's nuclear safeguards regime while maintaining compliance with international obligations. Key proposals include extending record retention periods from five to 30 years for operators, revising notification timings for nuclear material movements and introducing changes to waste reporting requirements. The consultation closes on 24 October 2025, with the amendments to be implemented through the Nuclear Safeguards (EU Exit and Fees) (Amendment) Regulations 2026.

DESNZ publishes UK Emissions Trading Scheme policy overview

The Department for Energy Security and Net Zero (DESNZ) has published a policy overview of the UK Emissions Trading Scheme (UK ETS), detailing recent developments and upcoming changes. The overview outlines the UK ETS' role in UK decarbonisation, its policy objectives, operational framework and the approach of the UK ETS Authority in developing the scheme. The document confirms plans to expand the scheme to maritime transport from July 2026 and waste incineration from 2028, alongside plans to integrate greenhouse gas removals by 2029. Following the May 2025 UK-EU agreement to work towards linking their respective ETSs, DESNZ confirms it will conclude its free allocation review by the end of 2025. The overview also covers consultations on extending the scheme's cap beyond 2030 and adjusting free allocation rules for sectors covered by the UK Carbon Border Adjustment Mechanism (UK CBAM), which is set to take effect in January 2027.
