Ofgem launches consultation on OFTO regime evolution and extension

Ofgem has launched a consultation on the evolution of the Offshore Electricity Transmission (OFTO) regime, focusing on extending OFTO revenue streams and improving the tender process. The consultation seeks stakeholder input on three main areas: the policy framework for revenue stream extensions, the optimal licence term relevant to the technical lifespan of OFTO assets, and measures to improve the efficiency of the tender process. Ofgem aims to maintain the regime’s effectiveness as early windfarms approach the end of their initial revenue periods. The consultation closes on 28 February 2025, with Ofgem intending to publish decisions in Q2 2025.

NSTA awards UK's first carbon storage licence to Northern Endurance Partnership

The North Sea Transition Authority (NSTA) has awarded the UK's first carbon storage licence to the Northern Endurance Partnership for its Endurance site located off the Teesside coast. This licence will enable carbon dioxide injection to commence in 2027, with an annual capacity of 4 million tonnes and a total storage potential of 100 million tonnes over 25 years. Alongside this, the Department for Energy Security and Net Zero has issued an economic licence to Net Zero North Sea Storage Limited, a joint venture between bp, Equinor, and TotalEnergies.

DESNZ signs contracts for UK’s first CCUS projects in Teesside

The Department for Energy Security and Net Zero (DESNZ) has announced the signing of contracts for the UK's first carbon capture, usage and storage (CCUS) projects in Teesside. Construction of the East Coast Cluster project is scheduled to commence in mid-2025, supported by a £21.7bn government funding commitment announced in October 2024. The agreements will unlock £4bn worth of contracts to be awarded by East Coast Cluster projects to supply chains. In addition, the Low Carbon Contracts Company has signed the Dispatchable Power Agreement (DPA) contract, positioning itself as the contractual private law counterparty and settlement body to the DPA Net Zero Teeside Power project, while also overseeing the Revenue Support Agreement to mitigate financial risks for carbon dioxide transport and storage companies.

Ofgem publishes decision on regulatory framework for tCSNP2 projects

Ofgem has published its decision to implement a regulatory approval and funding framework for the onshore electricity transmission projects recommended in the Electricity System Operator (ESO)’s second transitional Centralised Strategic Network Plan (tC2NP2). This framework, which builds on the Accelerated Strategic Transmission Investment framework, enables Transmission Owners to progress recommended upgrades without delay. It will govern projects arising from ESO's proposal for a coordinated onshore and offshore network design, facilitating the connection of 21 gigawatts of additional offshore wind generation, and supporting the government's decarbonisation and net zero objectives. The framework also outlines the approval and funding processes for future projects in subsequent iterations of the ESO's network planning process.
