The Bank of England (BoE) has published details of the 2024 supervisory stress test (SST) of UK central counterparties (CCPs). It will focus on two analytical components: the credit stress test and the credit reverse stress test. The clearing services of all three UK authorised CCPs (ICE Clear Europe Limited, LCH Limited, and LME Clear Limited) will be in scope of the exercise. They will be required to submit the relevant data using data templates and instructions provided privately to them. The BoE will then undertake the relevant analysis and intends to publish a results report in Q4 2024.

It is the first exercise of its kind globally, and aims to enhance understanding of the risks from non-bank financial institutions (NBFIs) and how their behaviours can amplify shocks in markets core to UK financial stability.

The Bank of England (BoE) has confirmed that the previously announced increase to the minimum spread over Bank Rate on bids against Level A collateral in the Indexed Long-Term Repo (ILTR) operation will take effect from 17 November 2025. The first operation applying the new rate will be held on 18 November 2025. The BoE had announced in June 2025 its intention to raise the spread from zero basis points to three basis points, and this update now confirms the effective date.

The Bank of England (BoE) has published a consultation paper (CP) setting out its proposed policy for exercising its power to direct a central counterparty (CCP) to address impediments to effective exercise of the stabilisation powers (resolvability) under paragraph 2, Schedule 11 to the Financial Services and Markets Act 2023. The purpose of the CP is to describe the context of the new power and to consult on the BoE’s draft statement of policy (SoP) ‘The Bank’s power to direct a CCP to address impediments to resolvability’, as set out in the appendix. Responses are sought by 18 October 2024.

The Bank of England (BoE) has published a speech delivered at The City UK by its financial stability strategy and risk executive director, Nathanaël Benjamin, on its new approach to stress testing banks, and developments in stress tests of other parts of the financial sector. The new approach combines regular stress testing for cyclical risks with the flexibility to explore different risks. It consists of three key components: biennial Bank Capital Stress Tests involving bank submissions, less burdensome desk-based exercises in intervening years, and exploratory exercises for structural and emerging risks.
