The Body of European regulators for Electronic Communications (BEREC) has adopted its high-level position on Artificial Intelligence(AI) and virtual worlds which it has submitted to the European Commission. BEREC notes that some key issues concerning their competition dynamics, internet openness, environmental footprint and sustainability, and cybersecurity needs to be assessed and tackled in order to unleash the potential of AI and virtual worlds, and to make sure that these technologies develop for the benefit of European citizens. These key issues include among others a human-centric approach, and security as well as BEREC’s contribution to the regulation of digital markets.

The European Commission has requested the Body of European Regulators for Electronic Communications (BEREC)'s expert views on the Roaming Regulation in preparation for the upcoming 2025 review report. BEREC has called for input from stakeholders in EEA countries. The survey will run from 12 July 2024 until 16 September 2024.

The Body of European Regulators for Electronic Communications (BEREC) has launched a public consultation on draft guidance regarding 5G network slicing. Approved at its 67th ordinary meetings, the draft serves as an annex to the BEREC Guidelines on the Implementation of the Open Internet Regulation (OIR). The guidance aims to assist operators in self-assessing 5G network slicing use cases to ensure OIR compliance, covering both internet access and specialised services. It includes generic slicing scenarios accompanied by BEREC's preliminary remarks. The consultation closes on 6 August 2026.

The Body of European Regulators for Electronic Communications (BEREC) has launched a call for inputs for stakeholders to submit their ideas for BEREC’s work in 2025. After considering proposals received, BEREC will publish a draft BEREC Work Programme 2025 which will be subject to a public consultation in October 2024. The deadline for submitting inputs is 9 April 2024.

The Body of European Regulators for Electronic Communications (BEREC) has published its Opinion on Meta’s draft reference offer for WhatsApp interoperability. Meta has been designated as a gatekeeper under the EU Digital Markets Act (EU DMA) for its number-independent interpersonal communication services WhatsApp and Messenger. As such, it will be required to provide interoperability with these services pursuant to Article 7, EU DMA. In its Opinion, BEREC gave concrete proposals and insights on how to improve the draft document including a recommendation to make user consent discoverable should be explicitly given (opt-in) and to make the complete reference offer publicly available and easy-to-be-found on the gatekeeper’s website among others.

The Body of European Regulators for Electronic Communications (BEREC) has published two draft reports on machine-to-machine (M2M) communications and permanent roaming and the IP interconnection (IP-IC) ecosystem. The first report monitors the evolution of market M2M communications and permanent roaming, formed by stakeholders’ contributions to a consultation which concluded in January 2024. The second report assesses the current status of the IP-IC ecosystem and market developments since previous BEREC reports.  The report focuses on the period from early 2017 to autumn 2023, and analyses the trends from 2023 to 2030.

The Body of European Regulators for Electronic Communications (BEREC) has published an early assessment of the European Commission’s proposed Digital Networks Act (DNA), broadly welcoming its ambition to modernise the EU regulatory framework for connectivity and support resilient, sustainable and high-quality digital networks. It supports the updated policy objectives, including resilience and sustainability and recognises the aim of strengthening the internal market and competitiveness of the EU digital sector, while emphasising that this depends on maintaining an effective competition framework.

The Body of European Regulators for Electronic Communications (BEREC) has published a number of new reports which focus on topics including Member States’ best practices to support adequate broadband internet access services, 2G/3G phaseout practices and challenges and current cybersecurity challenges and dependencies in electronic communication networks (ECNs). BEREC has also published a number of draft reports including a draft report on the entry of large content and application providers into the markets for ECNs and services and a draft report on Cloud and Edge computing services.

The Body of European Regulators for Electronic Communications (BEREC) has released its Opinion on Meta’s reference offer published in March 2024 to facilitate WhatsApp interoperability under Article 7 of the EU Digital Markets Act (EU DMA). This follows a formal request from the European Commission in January 2024 as, under the EU DMA, the Commission had designated six undertakings as gatekeepers for a number of core platform services. Among those, Meta had been designated regarding its number-independent interpersonal communication services (NI-ICS) WhatsApp and Messenger. Meta therefore had been required to provide interoperability with these services. Gatekeepers were required to comply with the EU DMA obligations on 7 March 2024. On that date, Meta published the reference offer to allow for WhatsApp interoperability. The Opinion also provides specific comments on Meta’s reference offer for WhatsApp interoperability, following the list of minimum criteria for the reference offer presented in the BEREC report on the interoperability of NI-ICS.
