The Financial Conduct Authority (FCA) has published a speech by its director of market oversight, Clare Cole, on developments since the UK Listings Review and next steps for reform. Cole said the FCA’s proposals are the most wide-ranging reforms to the UK’s capital markets in over three decades, ‘driving forward changes to attract the brightest and best companies and ensure investors have the information they need’.  In parallel the FCA is working on proposed revisions to the UK’s prospectus and public offering infrastructure to make it easier to raise capital, and refreshing the National Storage Mechanism, the FCA’s online archive of 3.9m items of regulatory information, ‘to make it more user friendly and help investors make informed decisions’.

The Federal Communications Commission (FCC) has announced that they have partnered with Ofcom to fight against illegal robocalls and robotexts under a new framework for cooperation. These regulatory agencies have agreed to cooperate and share information to protect consumers from fraud and stop those who undermine confidence in communication networks from abusing the system. The framework for cooperation was signed in London by the agencies’ leaders.

The Foreign, Commonwealth and Development Office (FCDO) has added information on the Russia (Sanctions) (EU Exit) (Amendment) (No 3) Regulations 2024, SI 2024/834. The FCDO has said that SI 2024/834, reg 57F on specification of ships has been amended so that a ship may be specified for any activity whose object is to destabilise Ukraine or to obtain benefit from or support the Government of Russia.

The Foreign, Commonwealth & Development Office (FCDO) and the Department for Environment, Food & Rural Affairs (Defra) have announced that the UK has ratified the Biodiversity Beyond National Jurisdiction Agreement (BBNJ Agreement) by depositing its instrument of ratification with the UN. The government states that the BBNJ Agreement will strengthen the protection of marine biodiversity in areas beyond national jurisdiction by establishing, for the first time, a legal mechanism to create marine protected areas on the high seas, supporting the sustainable management of marine resources and providing rules for the fair and equitable sharing of benefits derived from marine genetic resources.

The Foreign, Commonwealth and Development Office (FCDO) and the Department for Environment, Food and Rural Affairs (Defra) have introduced the Biodiversity Beyond National Jurisdiction (BBNJ) Bill to Parliament. The Bill establishes the legal framework necessary for the UK to meet the obligations of the BBNJ Agreement, which the UK signed in 2023. The Agreement provides a legal mechanism to create protected zones in international waters, aiming to safeguard two-thirds of the world’s oceans, and includes provisions for the fair sharing of benefits from the collection and research of marine genetic material. The Bill supports the UK’s commitment to protecting 30% of global oceans by 2030 under the Kunming-Montreal Global Biodiversity Framework. Following the Bill’s passage, secondary legislation will be required before the UK can formally ratify the Agreement.

The Foreign, Commonwealth & Development Office (FCDO) and Department for Environment, Food & Rural Affairs (Defra) have published forms and downloadable resources for providing information required under the Biodiversity Beyond National Jurisdiction (BBNJ) Act 2026. The forms cover pre- and post-collection information for marine genetic resources collected in areas beyond national jurisdiction; research and development involving marine genetic resources and digital sequence information derived from them, with separate forms depending on whether commercialisation is involved and reporting by repositories and databases.

The Foreign, Commonwealth and Development Office (FCDO) and the US Department of the Treasury’s Office of Foreign Assets Control (OFAC) has reported that Alexander Gennadievich Ermakov has been sanctioned. Ermanov played a role in the ransomware attack against Medibank Private Limited in 2022, which resulted in the personally identifiable information and sensitive health information of approximately 9.7 million current and former customers as well as authorised representatives being stolen. Under the Cyber (Sanctions) (EU Exit) Regulations 2020, SI 2020/597, Ermanov has been added to the Consolidated List and is subject to an asset freeze.

The Foreign, Commonwealth & Development Office (FCDO) and the Office of Financial Sanctions Implementation (OFSI) have published a format guide for the UK Sanctions List (UKSL), which sets out the fields used in the list and explains how they map to those on the OFSI Consolidated List, due to close on 28 January 2026. The UKSL provides a comprehensive record of individuals, entities and ships designated under the Sanctions and Anti-Money Laundering Act 2018 (SAMLA 2018), identifying those subject to sanctions measures, including asset freezes and transport sanctions, and is published to support businesses and individuals in complying with UK sanctions requirements. The UKSL is now available in seven formats, following the addition of TXT, CSV and PDF to the original four file types: ODT, ODS, XML and HTML.
