The Financial Conduct Authority (FCA) has published updated processing times for fund authorisations. Under the current requirements, complete applications for Non-UCITS Retail Schemes (NURS), Qualified Investor Schemes (QIS), and Long-Term Asset Funds (LTAF) must be processed within six months, while UK UCITS applications must be processed within two months. The FCA also aims to accelerate these timeframes by processing NURS applications within two months, QIS within one month, and LTAF applications within three months of receiving complete submissions.

The Financial Conduct Authority (FCA) has updated its non-Handbook guidance for insolvency practitioners (IPs) on how to approach insolvencies of regulated firms. Finalised guidance FG25/2 follows a March 2024 consultation GC24/1, and aims to help IPs comply with the FCA’s rules and guidance, and relevant legislation, to achieve better outcomes for consumers and market participants when a regulated firm fails.

The Financial Conduct Authority (FCA) has updated its guidance on the temporary permissions regime, financial services contracts regime and the process for leaving supervised or contractual run-off. The updates confirm that the contractual run-off (CRO) regime will end on 31 December 2025. This applies regardless of when a firm entered the regime and includes Economic Area (EEA) authorised payment institutions, EEA registered account information service providers and EEA authorised electronic money institutions that previously operated in the UK without a UK branch or agent. The FCA also notes that other EEA-based firms using CRO to perform contracts, excluding insurance contracts should be aware of the five-year time limit applicable to such arrangements.

The Financial Conduct Authority (FCA) has updated its webpage on the Overseas Funds Regime (OFR) with information in the new schemes section and the OFR landing slots table. The FCA will open the gateway to new schemes, ie those not in the Temporary Marketing Permissions Regime (TMPR), on 30 September 2024. New schemes will be able to apply at any time from that date without a landing slot.

The Financial Conduct Authority (FCA) has updated its webpage ‘MS19/1: Credit Information Market Study’ to announce a revised timeline and approach for the work of the Interim Working Group (IWG) on establishing the Credit Reporting Governance Body (CRGB). Due to dependencies between key topics and the need for additional industry consultation, the IWG’s final report—consolidating all topics and final recommendations—has been scheduled for publication in May 2025, replacing the previously set target of September 2024. The FCA has also published its feedback to the IWG’s November 2024 and February 2025 papers on the CRGB.

The Financial Conduct Authority (FCA) has updated its guidance on submitting prospectuses and circulars to introduce a mandatory inside information declaration form for first submissions of equity documents. From 21 September 2026, all first submissions of equity documents, including guidance requests, must include a completed form stating whether the submission contains inside information and, where it does, explaining the nature of that information. The FCA will not allocate cases for review until a completed form is received. The FCA states that the requirement is intended to enable it to apply appropriate internal controls when reviewing submissions.

The webpage outlines the FCA’s process for recognising industry codes of conduct that apply to unregulated financial markets and activities, along with a list of codes it has formally recognised. This initiative forms part of the FCA’s wider efforts to support and encourage the development and adoption of high-quality industry codes of conduct. It establishes a framework for formal FCA recognition of codes covering certain unregulated activities.

In order, to ensure that an extension of the Sustainability Disclosure Requirements (SDR) to portfolio management delivers good outcomes for consumers, is practical for firms and supports growth of the sector, the FCA has confirmed that it will no longer publish a Policy Statement in Q2 2025 as previously indicated. The FCA intends to take the time necessary to deliver these outcomes and will continue to reflect on the feedback it has received and will provide further information in due course.
