The Financial Conduct Authority (FCA) has initiated a consultation on a proposed new ‘targeted support’ regime for pensions decision-making, as part of the joint government and FCA Advice Guidance Boundary Review. This regime aims to allow authorised firms to provide tailored suggestions to consumers in similar circumstances, potentially bridging the gap between financial advice and guidance. The consultation, open until 13 February 2025, seeks feedback on the role of targeted support in aiding future savings and retirement planning, as well as the standards required for high-quality delivery. The government is exploring various implementation routes, including potential legislative changes. This initiative forms part of a broader government strategy to enhance financial decision-making support, which includes replacing EU-inherited PRIIPs Regulation, creating pension dashboards that offer a secure platform for individuals to access an overview of their pension savings online and implementing the Pensions Investment Review which will seek to enhance investment, increase pension funds and address inefficiencies in the pensions system.

The Financial Conduct Authority (FCA) has published consultation paper CP25/32, proposing reforms to UK transaction reporting requirements, aimed at reducing annual industry costs by £108m, from £493m to £385m. The Markets in Financial Instruments Regulation (MiFIR) transaction reporting rules were introduced in 2018 and onshored from the EU on 31 December 2020. The Treasury has previously said it will repeal these rules, enabling the FCA to deliver a streamlined framework as part of a broader long-term approach to transaction reporting reform.

It says it has seen indications of good outcomes for consumers and relatively few complaints, but there are concerns that commissions used to sell these products may affect the outcomes consumers receive and the products’ value or design. Initial findings and any proposed next steps will be published by the end of 2025.

Operating a pensions dashboard service is a new regulated activity. The FCA is consulting on new guidance for firms and two changes to the rules it originally proposed in CP22/25. Responses to CP24/4 are sought by 8 May 2024.

The Financial Conduct Authority (FCA) has invited environmental, social, and governance (ESG) ratings providers to participate in a voluntary survey aimed at informing the future regulation of ESG ratings and broader sustainability disclosures. The survey, following the government's publication of its consultation response and draft legislation in November 2024, seeks to gather information on the business models, group structures, policies, and processes of ESG ratings providers  and the construction and distribution of ESG ratings. The FCA encourages responses by 2 May 2025, with a deadline of 16 May 2025.

As part of a package of reforms designed to improve transparency, strengthen access to market-wide information and support confidence in UK equity markets, the Financial Conduct Authority (FCA) has published consultation papers CP26/30: Supporting equity market transparency and considering market structure developments, and CP26/31: Policy Statement for the framework for a UK equity consolidated tape and next steps for delivery. The FCA says it will consider feedback on the consultations before beginning procurement for the future equity consolidated tape provider (CTP). Responses to both consultations are sought by 16 October 2026. CP26/31 also includes a call for input on key contractual requirements for the equity CTP. Responses to that are sought by 18 September 2026.
