The European Commission has issued preliminary findings to Apple regarding two specification proceedings under the EU Digital Markets Act (DMA). The Commission has proposed measures for Apple to ensure interoperability of connected devices with iPhones and to enhance transparency in third-party interoperability processes. The Commission aims to enforce Apple's obligation to provide free and effective interoperability with iOS and iPadOS features, as mandated by the DMA. Two public consultations have been launched, seeking feedback on these measures until 9 January 2025.

The European Commission has launched a public consultation to gather input on the competition rules for vertical agreements in the automotive sector, including Regulation (EU) 461/2010 (Motor Vehicle Block Exemption Regulation (MVBER)) and Supplementary Guidelines (SGL). The consultation, part of an ongoing evaluation, aims to ensure these rules align with market changes like digitalisation and new mobility patterns. Stakeholders can submit comments until 23 May 2025.

Two calls for evidence have been launched on revisions to the EU legal framework governing renewable energy and energy efficiency. Public consultations on the proposals are running concurrently.

The European Commission has opened a feedback period on a draft Commission Delegated Regulation supplementing Directive (EU) 2023/1791 (the recast Energy Efficiency Directive) and amending Commission Delegated Regulation (EU) 2024/1364. The draft would establish a common EU scheme for rating the sustainability of data centres in Europe, based on Article 33(3) of the Energy Efficiency Directive. The initiative aims to promote energy efficiency and sustainability in data centres through electronic labels generated by the European database on data centres. These labels would be based on information and key performance indicators reported by operators, including power usage effectiveness (PUE) and water usage effectiveness (WUE). The proposed delegated regulation is currently in preparation, with Commission adoption planned for the first quarter of 2026. Responses are sought by 23 April 2026.

The European Commission has opened a call for evidence on delegated and implementing acts that will supplement and support the new genomic techniques (NGT) Regulation. The initiative gives effect to Regulation (EU) 2026/1388 on plants developed using certain NGTs and sets out the information required for the risk assessment and authorisation of category 1 and 2 NGT plants and products before they are released into the environment or placed on the market.The call for evidence closes on 28 September 2026.

The European Commission has launched a call for evidence to inform the development of the European Ocean Act, which is expected to be adopted in 2026. The Ocean Act is intended to strengthen coherence and improve implementation of maritime governance across the EU by providing a single reference framework for economic, climate, environmental and social targets related to the protection and sustainable use of ocean resources and services. The Act will: (1) build on the revision of the EU Maritime Spatial Planning Directive (Directive 2014/89/EU); (2) structure the governance of the European Ocean Observation System and (3) streamline reporting obligations to reduce administrative burden in EU ocean policies. A consultation is scheduled for spring 2026, with the legislative proposal expected to be adopted at the end of 2026. The call for evidence closes on 9 February 2026.

The European Commission has opened a consultation on a proposal for a Digital Networks Act (DNA) (published on 21 January 2026), setting out a new framework intended to simplify and further harmonise rules governing electronic communications networks and services across the EU. The Commission states that all feedback received will be summarised and presented to the European Parliament and the European Council in order to inform the legislative debate. The adopted act is open for feedback until 15 April 2026.

The European Commission has launched a call for evidence on a proposed artificial intelligence (AI) Strategy for the Cultural and Creative Sectors (CCS). The initiative aims to establish a strategic framework for the use of artificial intelligence (AI) across the CCS, with objectives including supporting innovation, competitiveness and European cultural and linguistic diversity, while addressing issues such as licensing of copyrighted works, unauthorised use of artists' image and voice, the impact of AI-generated content, pressure on creative jobs and unequal access to AI resources. The strategy is expected to be adopted in Q1 2027. The call for evidence closes on 11 September 2026.

The European Commission is seeking views on a draft Implementing Regulation setting out detailed rules for financial compensation under the second EU emissions trading system (ETS2). The draft act, adopted pursuant to Article 30f(5) of Directive 2003/87/EC, would establish rules for compensating final consumers of fuels that face ETS2 carbon costs where double counting or unintended coverage could not be avoided. It also sets out reporting requirements relating to allowances surrendered for emissions not covered by Chapter IVa of Directive 2003/87/EC and the determination of the quantity of such allowances for EU ETS purposes. The feedback period closes on 14 August 2026.

The European Commission has launched a public consultation to inform the forthcoming Data Union Strategy. The consultation, announced by President Ursula von der Leyen, seeks views from academia, industry, and researchers on enhancing the use of data in Artificial Intelligence, simplifying data-sharing rules, supporting international data flows, and aligning infrastructures and legal frameworks. It also explores the creation of high-quality, interoperable datasets, bolstering cross-border data flows, and ensuring trust in data usage to support generative AI development. The consultation closes on 18 July 2025.

The European Commission is seeking views on a draft delegated regulation supplementing Regulation (EU) 2023/1542 (the Batteries Regulation). The draft establishes the methodology for calculating and verifying the recycled content of cobalt, nickel, lithium and lead in industrial batteries (above 2 kWh), electric vehicle batteries, SLI batteries and LMT batteries. The draft also sets out the required documentation format. Under the Batteries Regulation, manufacturers will be required to declare recycled content from 18 August 2028, with mandatory targets applying from 2031 and 2036 respectively. The methodology draws on a Joint Research Centre study and stakeholder consultations, including workshops and expert group meetings with Member State representatives, businesses and civil society. The draft also introduces a temporary correction factor for materials recovered through recycling operations carried out within the EU. This measure addresses concerns about the EU's high import dependence for critical battery raw materials—81% for cobalt, 75% for nickel and 100% for lithium—and the concentration of global recycling capacity in third countries, which risks leaving insufficient recycled materials available to EU manufacturers. Feedback is open until 9 September 2026 with Commission adoption planned for Q3 2026.

The European Commission has launched a public consultation to inform the implementation of the EU AI Act's provisions on high-risk artificial intelligence systems. The consultation, conducted by the Commission, aims to gather practical examples and clarify the application of rules concerning high-risk systems, which include those critical to product safety under EU law and those significantly impacting health, safety, or fundamental rights. The feedback will support the development of Commission guidelines on classifying such systems and specifying corresponding responsibilities along the AI value chain. Stakeholders such as developers, users, public authorities, academia, civil society, and citizens are encouraged to participate. The consultation runs until 18 July 2025.
