The Institute for Government (IfG) has published a report, ‘When should public bodies exist?’ where it says that the government’s tests for setting up new public bodies is flawed and needs to be rewritten. The IfG has proposed that the new tests should focus on effectiveness, independence and cost efficiency. The IfG’s proposed tests will replace the current ‘narrow’ tests that focus on impartiality, independence and technical expertise.
