The Environment Agency (EA) has published the terms of reference for its commissioned independent review ‘Floodproof: an action plan to build resilience’, outlining the scope and objectives of the investigation. Commissioned on 8 January 2025, the review will examine property flood resilience (PFR) measures in England, evaluate progress made since the 2016 Bonfield action plan, identify gaps and opportunities to expand the PFR market, and develop a new action plan for relevant stakeholders. The review will present its findings to the EA and the Department for Environment, Food and Rural Affairs in Autumn 2025.
