The Department for Levelling Up, Housing and Communities (DLUHC) has announced that changes to the Renters (Reform) Bill were put forward on 15 November 2023 to ban private landlords from having ‘no DSS’ and ‘no children’ policies. The DLUHC has asserted that this is an attempt to crack down on rogue landlords and to protect vulnerable residents. The DLUHC state that applying a Decent Homes Standard (DHS) to the private rented sector will set a clear bar for what residents can expect from their home to ensure that it is safe, warm and decent. To enable enforcement of the DHS, local authorities will be given powers to require landlords to ensure decency of their properties, including fines up to £30,000. The DLUHC has confirmed that the DHS will be set following further consultation.
